Study On Land Use Problem And Countermeasure Of Oil And Gas Pipeline In Beijing

Oil and gas pipeline is the energy lifeline to maintain the normal operation of the city.From 2015 to 2016,Beijing has launched a tough battle to deal with hidden dangers of oil and gas pipelines.The main content is to coordinate and solve the nearly 500 oil and gas pipelines substance above and safe distance problems left over by history.Oil and gas pipelines are laid below 1.5 meters underground.The service life of general oil and gas pipelines is 30-50 years,During the whole life cycle of oil and gas pipeline construction and operation,the production and construction activities above the land are limited to a certain extent.However,there is no land expropriation and lack of normative compensation,which leads to many land conflicts.which affect the safe operation of oil and gas pipelines,and also hurt the interests of land owners.Such contradictions are prominent and difficult to coordinate and solve.This study combines the latest development of administration and pipeline protection in Beijing,according to the latest pipeline land census and classification data,obtain the real and comprehensive data of Beijing pipeline protection land,including land nature,area,etc.The development of oil and gas pipelines is analyzed.Combining with the cases in the battle of eliminating hidden dangers of oil and gas pipelines in Beijing,the current situation and problems of land protection for oil and gas pipelines in Beijing are analyzed.From five aspects:standard renewal,conflict of laws and regulations,particularity of land use,lack of land compensation and imperfect management system explores the fundamental reasons for the existence of oil and gas pipeline land,combs the relevant management experience of other countries,other provinces and municipalities’ laws and regulations,and puts forward suggestions for the protection and management of oil and gas pipeline land in Beijing.
