Agricultural land resources are the basis for the survival of human society.With the continuous deepening of the division of labor between regions in my country,the use of agricultural land resources is not only affected by local economic activities,but more and more affected by external regional economic activities.Behind the economic links between regions and the supply-demand chain of products are the close interdependence of agricultural land resources and the transfer of land ecological responsibility.In the context of ecological civilization construction,the establishment of a scientific and reasonable horizontal agricultural ecological compensation mechanism is a feasible strategy to solve the problem of land ecological responsibility transfer between regions,and is an important way to achieve sustainable agricultural ecological development and regional coordinated development.This paper uses 30 provincial administrative regions in China as the spatial research scale,and on the basis of the inter-regional input-output table,proposes an agricultural land footprint model based on input-output analysis and combine with the ecological service value of agricultural land to build an agricultural ecological compensation mechanism based on the transfer of embodied agricultural land.Through the above methods,we calculated the implied agricultural land footprint in the economic ties of each province in2007 and 2017,and analyzed the transfer pattern of embodied agricultural land between provinces determine the net transfer of embodied agricultural land and the ecological responsibility of agricultural land in each region.On this basis,according to the interactive relationship between the embodied agricultural land transfer pattern and agricultural ecological compensation,the ecological compensation standards are formulated,the compensation area is defined,and the compensation pattern is analyzed.And we put forward the safeguard measures for the operation of the agricultural ecological compensation mechanism,which provides new ideas for the research of agricultural land ecological compensation.The result is as follows:(1)The total agricultural land footprint in the eastern region is larger than that in the western region.The total agricultural land footprint is on a downward trend.The decrease in the amount of agricultural land inevitably leads to a decline in the overall agricultural land footprint.Internal agricultural land footprint is the main source of agricultural land footprint in most regions.On the whole,the proportion of external agricultural land footprint to the total is proportional to the level of regional economic development,and it has an upward trend over time.(2)The proportion of agricultural land footprint by industry in the total agricultural land footprint of the year has slightly changed,but the structure of agricultural land footprint in each industry remains basically unchanged.Agriculture and food,tobacco and processing industries have always been the industries that have caused the highest and the second highest agricultural land footprint in the national economy.The difference in the structure of the agricultural land footprint by industry in different regions is a direct manifestation of the differences in the economic development level,mode and industrial structure of various provinces and regions.(3)In the context of the decline in the total agricultural land footprint,the scale of embodied agricultural land transfer has increased significantly.In 2007,the total amount of implicit agricultural land transfer nationwide was 440.63 million ha,and the total transferred amount rose to 489.25 million ha in 2017,which shows that China’s regional economic growth is increasingly closely linked in space,and it has become a trend to meet local consumer demand through trade channels.The embodied agricultural land transfer structure of various provinces and regions in China is also quite different,and this feature has been continuously strengthened over time.The embodied agricultural land transfer structure of a region is a comprehensive manifestation of its economic level,industrial structure and resource endowment conditions.(4)The net transfer direction of embodied agricultural land shows a trend from north to south and west to east.The Beijing-Tianjin area,the northern coastal area,the eastern coastal area and the southern coastal area are the net transfer area of embodied agricultural land.The middle region,the northwest region and the southwest region are the net transfer-out regions of implied agricultural land,and the embodied agricultural land is transferred from the underdeveloped areas in the central and western and northeastern regions to the Beijing-Tianjin area and the developed coastal areas.(5)The value of equivalent factors of China’s ecosystems is generally on the rise,from1,402 yuan/ha in 2007 to 2,193 yuan/ha in 2017,an overall increase of 56.50%.The change trend of the ecological service value per unit area of agricultural land is positively correlated with the equivalent factor,which rose from 15,749 yuan/ha in 2007 to 41,836yuan/ha,an increase of about 1.7 times.The overall ecological service value of agricultural land per unit in my country presents a geographical pattern of high in the southeast and low in the northwest.The ecological compensation correction coefficients of various regions show a polarization trend of partly rising and partly falling,but the gap is constantly narrowing.(6)In 2007 and 2017,the distribution of agricultural ecological compensation payment areas and compensation areas in China was relatively stable.The payment areas are mainly distributed in the coastal and economically developed areas such as Beijing and Tianjin,and the compensation areas are mainly distributed in the central,northeast,southwest and northwest regions.The amount of national agricultural ecological compensation is on the rise.Although the total agricultural land footprint continues to decrease,due to the increasingly close economic ties between regions,the increase in the scale of embodied agricultural land transfer,and the increase in the value of agricultural ecological services.Therefore,the total compensation amount and the overall net compensation amount of the national agricultural ecological compensation have increased significantly.(7)Agricultural ecological compensation has a trend from south to north and east to west as a whole,which is manifested as the net payment of ecological compensation in the Beijing-Tianjin area and the developed coastal areas to the underdeveloped areas in the central and western regions and the northeast.The overall ecological compensation pattern in the eight major regions is relatively stable,but the net payment and net expenditure compensation amount have increased significantly.
