Study On The Implementation Of Ecological Compensation Policy Of Alxa League In Inner Mongolia

Since the beginning of this century,Ecological and environmental problems became prominent social problems.In the context of global warming and severe smog,people are aware the development model of economic growth at the cost of environmental destruction is not only unsustainable,but also harmful to our health.It is extremely urgent to change the development mode and establish a good ecological civilization concept.Ecological compensation is a policy tool to protect the ecological environment and improve the mode of production by adjusting the contradiction between the environment and economic development,Its transfer payment and fund subsidy have the function of poverty alleviation.The establishment of ecological compensation mechanism has become a win-win measure for poverty alleviation and ecological civilization construction.Alxa League is located in northwest China,the most western end of Inner Mongolia autonomous region.The Tengger desert,the Badain Jaran desert,the Ulaanbu desert and the desert traverse the whole league.Due to its special geographical location and harsh natural environment,the region has become an ecological barrier in the central and eastern part of China and has been highly valued by the state and the local government,Ecological compensation policies for alxa league have been carried out continuously in recent years.Therefore,by analyzing and investigating the development and implementation of ecological compensation in alxa league at the present stage,this paper finds out the existing problems and causes,and puts forward countermeasures,it has certain practical significance.The main contents are as follows.The first part introduces the significance of the topic and summarizes theresearch.Ecological compensation policy is an important measure of alxa league to strengthen ecological governance and guarantee the production and life of farmers and herdsmen.In the past,there were few studies on its implementation content,especially on the local policy implementation system.This paper is based on the implementation of the specific policies of alxa league.The second part,defines the related concepts,elaborates the theoretical basis.This paper is based on the policy implementation process,sustainable development,public choice and other theories.This chapter elaborates relevant theories and defines the concepts of ecological compensation and policy implementation.Part three,firstly,analyzes the development process of ecological compensation in alxa league,including policy development and implementation status.Secondly,summarize the main content of ecological compensation policy,including grassland ecological protection compensation policy,public welfare forest ecological benefit compensation policy and ecological compensation policy supporting system;Analyze the characteristics of the ecological compensation policy of alxa league again.The fourth part analyzes the implementation system and effect of the ecological compensation policy of alxa league and summarizes the current situation.In the form of questionnaire survey and field interview,the subject and object of policy implementation are studied.The result shows that the policy is made scientifically,the publicity is in place and the execution environment is good.The fifth part,through investigation and research,found that there are many problems in the implementation of the policy,for example,the implementation target is not strong,the standard of reward and subsidy is low,and the system is not well implemented,etc.Then analyze the causes of the problems from the perspective of policy and implementation factors.The sixth part,combined with the status quo of the implementation of the ecological compensation policy of alxa league and the results of investigation and analysis,puts forward countermeasures and Suggestions to improve the implementation effect of the policy.From the perspective of policies,systems and measures,it is necessary to establish a full-time ecological project management and protection system,a reward and punishment system for policy implementation,and improve relevant laws and regulations on ecological compensation policies.From the perspective of long-term mechanism construction,we should establish the performance evaluation mechanism of policy implementation,explore the coordination of the twoecological compensation policies and improve the supervision mechanism.From the perspective of policy implementation management system,social security system,technical guarantee for policy implementation and collaborative governance system of functional departments should be established.Ecological compensation policy is an important guarantee for the ecological civilization construction of alxa league,and its implementation effect has an important impact on the improvement of local environment and the livelihood security of farmers and herdsmen.With the optimization of the policy implementation process,the policy system and mechanism construction will be constantly improved in practice and reform.
