Research On Ecological Compensation Policy In China Based On Content Analysis

In the past for a long time,China’s economic growth to a large extent at the expense of the environment.At the expense of the current social life in China,haze,land desertification,water resources and other ecological and environmental problems intensified.It’s became important issues of general concern to the community.Perfecting and optimizing the ecological compensation policy of our country is helpful to the construction of ecological civilization in our country and is conducive to the sustainable development of our country’s society and economy.China has made a series of laws and regulations since the 1980 s began to explore and practice the ecological compensation,this paper through the "ecological compensation" as the key words of the policy and the national policy of the official website of the policy and regulations.Column to exclude only the government’s attitude of the laws and regulations,a total of 286 copies of policy text,and the use of content analysis of its policy analysis.The content analysis method is a new and highly researched research method in the academic field to carry out the policy analysis.This paper is used in two aspects to study the ecological compensation policy of our country.First,the use of content analysis method to establish the "policy process-policy type-the main body of the document" three-dimensional analysis of China’s national ecological compensation policy for the overall quantitative analysis;the second is the use of content analysis,policy tools for the X dimension,For the Y dimension,construct the X-Y two-dimensional analysis framework,and quantitatively analyze the current 169 ecological compensation policies in China.Based on the above quantitative analysis results,the paper analyzes the five aspects of China’s ecological compensation policy system: one is the special ecological compensation policy is less.Second is the cooperation between the policy promulgation departments to be strengthened.Third is the mandatory policy The use of tools is overflowing.Fourth,the use of voluntary policy tools there is a loss.Fifth,the scope of compensation for ecological compensation policy is narrow.Finally,the paper puts forward some policy suggestions from the five major aspects: First,deepen the cooperation between the functional department,increase the number of special ecological compensation policy.Second,the rational use of the three policy tools.The third is to strengthen the public protection of ecological resources,innovation and ecological compensation content and form.Fourth is to improve the establishment of ecological compensation market mechanism of the relevant policies.The fifth is to speed up the construction of China’s ecological environment compensation legislation system.
