A Study On The Impact Of Media Attention On Local Government Environmental Governance

From the first proposal of the concept of "beautiful China" at the 19 th CPC National Congress to the strategic plan of the 20 th CPC National Congress to "further promote the prevention and control of environmental pollution and strengthen the coordinated control of pollutants" and "the goal of a beautiful China will basically be achieved by the middle of this century",China is dealing with the problem of environmental governance with an absolutely positive attitude.According to the data of the 2021 Bulletin on the State of China’s Ecological Environment,the environmental quality in China has generally improved in recent years.At present,the Internet is deeply involved in people’s production and life.As an important external supervision force,the influence of news media on the process and results of local government environmental governance is gradually deepening and expanding.However,it is worth noting that although the level of environmental quality has improved,the situation of ecological and environmental protection in China is still grim and the task is still arduous.At the same time,with the advance of the information age,the media’s attention to environmental issues has also brought about negative effects such as environmental group events,which need to be paid more attention to.In order to explore the influence and mechanism of media attention on the behavior and results of local government environmental governance,this paper first combs the relevant research results at home and abroad,and defines and expounds the related concepts of local government environmental governance,media attention and so on.Relying on public goods theory,principal-agent theory and evolutionary game theory,build the basis for a clear discussion of the article.Secondly,based on the reality of local government environmental governance in China,the four most typical participants,the central government,local government,pollutant-discharging enterprises and the public,are selected to build a four-party evolutionary game model of local government environmental governance excluding media concerns and including media concerns,and carry out evolutionary stability strategy analysis.Thirdly,on the basis of ensuring that the specific economic significance is met,the numerical simulation analysis of the model is carried out to directly show the impact of media attention on local government environmental governance.Finally,according to the results of comparative analysis and discussion,refer to the role of the media in the local government environmental governance system and its regulatory effect.From the following five aspects: guiding and encouraging the correct participation of the media,establishing a reverse supervision mechanism for the media,broadening the communication channels of local government environmental information,raising corporate awareness and social responsibility for environmental protection,and increasing the cost of environmental violations in enterprises,this paper puts forward the ideas and suggestions to improve the environmental governance efficiency of local governments under the attention of the media.It is found that the enterprises that take the initiative to control pollution are the necessary conditions for the local environmental governance to meet the standards;the enterprises with strict regulation of local government with active pollution control are more efficient than those with strict supervision of the central government;public participation under the traditional participation channels can not fundamentally shake the strategic choices of key participants.Further research shows that media attention strengthens the status of key participants of local governments and enterprises,and affects the overall governance efficiency mainly by regulating the environmental behavior of these two parties,but has no effect on the strategy choice of the central government;the negative attention of the media will strengthen the tendency of key participants to choose positive environmental strategies,and show a substitution effect on the function of public supervision.Media attention can significantly promote the prevention and overcome of various negative externalities in local environmental governance,and media attention can significantly improve the efficiency of public participation in environmental governance.
