As a kind of effective means of enterprise management,performance appraisal plays a vital role in evaluating and motivating employees,enhancing the enterprise vitality,promoting the enterprise development and improving the enterprise core competitive,etc.Its importance has been realized by more and more enterprises.Drilling engineering technology company in Shengli petroleum(hereinafter referred to as SLDT)is a petroleum engineering high-tech enterprises growing up in traditional state-owned enterprises system.It combines oneself reality to exploration and practice some useful performance appraisal which provide the powerful basis for the evaluation,selection and personnel appointment,so that it can improve the staff's work enthusiasm.The original way of performance appraisal has been difficult to adapt to the development needs of the new situation,along with the enterprise internal and external environment change and the China petrochemical group company development which include the structure adjustment,team size optimization,resource share,streamline management layers,etc.After the restructuring of listed to Sinopec Oilfield Service Corporation,LTD.(hereinafter referred to as Sinopec Oil Service),it changes profound in corporate governance and operational management mode.SLDT is a secondary enterprises,belong to Sinopec Oil Service.According to the requirements of establishing modern enterprise system,it takes the initiative to strengthen system structure adjustment,improve staff performance appraisal management,which is very important practical significance in the deepen enterprise reform and e development transformation.This paper selected three talent team of professional and technical personnel as the research object.It consider the actual situation of the production and management,talent team construction and post setting in SLDT.Two kinds of professional and technical personnel including technology research and technical services,have different nature of work and business characteristics.SLDT integrate application of MBO,KPI,360 degree appraisal and other assessment method.Then,by choosing different key performance indicators and setting different index weight to set up a system,which is the comprehensive,quantifiable,and easy operation.The performance appraisal system and a complete set of security measures can reflects professional and technical personnel characteristics including the ability,performance and contribution,in order to further improve the level of enterprise human resource management.
