The inner and outer environment of enterprises in petroleum industry has been undergoing profound and complex changes since 2015.The world economy is still at its phase of deep adjustment after the world financial crisis and the international crude price once fell to below $30 per barrel,which challenges the management efficiency of petroleum enterprises.The low crude price will force petroleum enterprises to devote greater efforts in reform and innovation,and human resource management(HRM)is faced with adjustment at the same time.The lack of long-term career development channels for professional and technical personnels has been a prominent issue,which directly causes the demission of high-level talents and scientific research backbones.Meawhile,as the petroleum enterprises cut payroll to improve efficiency,the region,wage and development access are not so attractive,it's difficult to supply personnels such as top-level talents and high-quality college graduates,and we are facing challenges in finish the scientific research and production missions in oilfields due to complex geologic structures and hard-to-recover reserves.In order to stimulate “the talented persons” in the specialized technical team,most of “the talented persons” have been promoted to management positions,which aggravates the lack of research staff.In order to transform the existing professional and technical personnel advantages into the advantage of enterprise competition,and to win the initiative of development,it's extremely urgent to carry out systematic study and design on the career development channel for professional and technical personnels in XJ Oilfield.Combining theoretical research with practice,investigation with empirical research and requirement of structural reform with implementation of the innovation,based on the literatures on talent training,HRM and career management,this paper analyzes the problems encountered in the existing HRM,proposes that career development channel for professional and technical personnels needs to be constructed.Secondly,the present situation of career development for professional and technical personnels of research institute in XJ Oilfield is analyzed,and the existing problems are stated.Thirdly,the implementation scheme is built for the existing problems of the career development channel for professional and technical personnels in the research institute of XJ Oilfield,and the key elements in hierarchy division and salary system are put forward.Finally,in order to guarantee the efficient implement of the scheme,appointment and assessment,and supporting measures is put forward for career development channel.If the scheme can be efficiently implemented,it is expected that this paper will provide references for subordinate units of CNPC to further promote the innovation of career development channel for professional and technical personnels.
