With the rapid development of China's economy,environmental problems have become increasingly serious.In the context of the new normal economy,the country is paying more and more attention to the sustainable development of environmental protection projects.China's sewage treatment project started late,the market vacancies are large,and a lot of money is needed.The introduction of sewage treatment projects in the PPP model can solve the problem of capital shortage of the project and slow down the government's financial pressure.Therefore,the state strongly supports the PPP model for wastewater treatment projects.Due to the large amount of investment in the sewage treatment PPP project,involving many stakeholders,long cycle,and immature project model,the risk of the sewage treatment PPP project in the implementation process is more complicated than that of the general project.Therefore,it is necessary to carry out risk management on the sewage treatment PPP project to ensure the smooth development of the project.This paper is based on the scientific system method for risk identification and quantitative evaluation of wastewater treatment PPP project,and it is of great significance to make preventive measures in advance for the risk of large impact.This paper first determines the main research content and technical route based on the research status at home and abroad.In the theoretical part,the risk characteristics of the sewage treatment PPP project and the methods of risk identification and risk assessment are systematically analyzed.The superiority of each method is combined with the characteristics of the project to select the risk identification and risk assessment methods.Based on the characteristics and risk characteristics of the project,this paper builds a hierarchical holographic model(HHM)risk identification framework based on the overall perspective of the project,and identifies the risks of the whole life cycle,risk loss type and stakeholder perspective of the sewage treatment PPP project,and forms a risk.Identify the list.Then,the risk factors in the risk list are screened,and the risk evaluation index system is established after screening.The index system includes 29 risk evaluation indicators and 8 types of risks: economic risk,policy and legal risk,natural risk,decision risk,design risk,Financing risk,construction risk,operational risk.On the basis of risk identification,this paper constructs a combined weight-greyfuzzy comprehensive evaluation model to evaluate the risk of wastewater treatment PPP project,first determine the index weight,and combine the triangular fuzzy mathematical method with the entropy method to calculate the comprehensive weight of the risk evaluation index.Then the gray fuzzy comprehensive evaluation method is used to quantitatively determine the risk evaluation level of the project.In this paper,the feasibility of the model is verified by the empirical study of the PPP project of Qianjiang sewage Treatment,and the medium risk level of the risk level of the project is determined.Finally,the paper analyzes the full text and proposes and responds to the risk of large impact based on the risk assessment results.
