Study On Risk Sharing Of Urban Sewage Treatment Project Under PPP Model

The sewage treatment project has the characteristics of public infrastructure projects such as large investment amount,long payback period,various processes,and low yield.The state encourages the use of PPP mode for construction.The introduction of PPP not only eased the government’s financial burden,but also dispersed the risk of the project;and,because of the participation of the private sector,the efficiency of construction and operation was improved.The introduction of PPP has made it possible to improve the efficiency of sewage treatment and solve the problem of water pollution treatment.Compared with other projects,PPP wastewater treatment projects have their own unique features.Considering the difficulty and particularity of PPP wastewater treatment projects,we must respond to policies and implement such projects,and we need to treat PPP wastewater.The risk of the project is analyzed.There are a lot of risks in urban sewage treatment PPP projects.This paper identifies the various risk factors of urban sewage treatment projects under PPP mode through the specific characteristics of urban sewage treatment projects under PPP mode,and obtains the gray evaluation value of each risk.Then the government and the social capital side are the main participants of the risk sharing,and the risk sharing model of the urban sewage treatment project under the PPP model is constructed.The best risk sharing plan for the project is determined for the most important risks,and preventive measures are proposed.In the research process,first,the participants in the urban sewage treatment PPP project were analyzed to identify the main participants.Then discuss the risk characteristics and project characteristics of the project,and expound the risk sharing characteristics and principles of the urban sewage treatment PPP project.Use this section to prepare for risk identification.Secondly,build a risk indicator system for urban sewage treatment PPP projects.It mainly discusses the risk identification of urban sewage treatment PPP projects,including identification methods and procedures,determines the principle of selecting project risk indicators,and determines the risk index system of urban sewage treatment PPP projects based on the characteristics of the projects.Then,the ANP method is used to determine the relative weight of each risk indicator,and a gray evaluation matrix based on each gray class weight is constructed.Furthermore,the idea of fuzzy comprehensive evaluation is introduced,and the gray evaluation values of various risks are obtained.The importance ranking of indicators is ranked,and the risk sharingmodel is constructed by using Shapley correction value method.Finally,combined with the case of a sewage treatment PPP project in a town in Hubei Province,the specific risk factors of the urban sewage treatment PPP project were reasonably determined.With the help of the model,the project is more scientific and reasonable risk sharing plan,and better promote the application of PPP mode in urban sewage treatment.
