Study On The Comprehensive Performance Evaluation Of Wastewater Treatment PPP Project

PPP mode has been widely applied and implemented in China in recent years,however,PPP projects have characteristics of large investment,long period and many influencing factors,many failure cases have been emerged,one of the important reasons is the lack of systematic research and application on the performance evaluation of PPP projects.With the overall implementation of PPP mode in China’s sewage treatment industry,the research on the comprehensive performance evaluation of the sewage treatment PPP projects is of great theoretical significance and practical value to ensure the sustainable and healthy development of the sewage treatment industry and the PPP model.Firstly,this paper summarizes relevant theories of PPP mode and performance evaluation.On this basis,the subject,object and scope of the performance evaluation are clearly defined.Furthermore,the connotation of comprehensive performance evaluation and research perspective is clarified in this paper,that it selects indicators from project approval to operation stage,makes comprehensive evaluation of the working process and results of the government departments and enterprises in PPP projects from the independent objective third party perspective,while the overall goal of win-win cooperation in PPP mode is oriented.Secondly,this paper analyzes the existing research results of traditional public projects and PPP projects,then the comprehensive performance evaluation index system of sewage treatment PPP project is established through methods such as literature research,expert consultation,questionnaire survey,qualitative analysis and quantitative calculation by TOPSIS(Technique for Order Preference by Similarity to an Ideal Solution),combining with characteristics of the wastewater treatment PPP projects.Thirdly,an improved method based on grey relational degree is used to calculate the weight of the index,by comparing the advantages and disadvantages,reasonable application range of the common methods,combining with the data collection method and index characteristics in this paper.The combinational center-point triangular whitenization weight function is selected in this paper by analyzing categories and characteristics of common comprehensive evaluation methods,therefore,a comprehensive performance evaluation model is established in this paper.Finally,the validity and applicability of the comprehensive performance evaluation model are verified through empirical case analysis,at the same time,it analyzes the possible problems in the implementation process of the sewage treatment PPP project in the case,and puts forward some measures and suggestions for improving the performance of sewage treatment PPP project.
