Comprehensive Performance Evaluation And Optimization Research On PPP Project Of S Company River Sewage Treatment

As the economy and society continue to move forward,governments of all countries believe that the operation of public affairs and the construction of public infrastructure are vital to national development.However,it is not realistic that the government is fully responsible for the capital investment of public projects.On the one hand,it will increase the financial burden and may cause financial risks such as fiscal deficits.On the other hand,it will also reduce the efficiency of project construction.In order to improve this situation,the government has introduced the PPP model in the construction of public projects,and has greatly promoted the development of public undertakings in China.To realize the long-term development of PPP projects in my country,it is necessary to further improve the utilization rate of social capital based on the theoretical and practical research results of current PPP projects,and promote the continuous development of a benign operation model of public-private cooperation.This paper systematically sorts out the relevant theoretical knowledge of PPP model,and summarizes the research literature of performance evaluation at home and abroad to lay the foundation for later research.Secondly,it takes S company’s river sewage treatment PPP project as the research object and combines previous experts.The research results of scholars and the actual situation of the Weihe River sewage treatment project,from the four criteria of time and cost,project quality,ecological benefits,and sustainable development,the performance evaluation system consists of a total of 20 indicators;then,the analytic hierarchy process and fuzzy The comprehensive evaluation method comprehensively analyzes the performance evaluation model of the river sewage treatment PPP project,obtains the weight of each indicator,and calculates the final comprehensive scores of the four levels: 81.05,81.68,81.65,81.64,and the overall implementation effect of the project is at the upper-middle level.The evaluation results are basically consistent with the actual situation of the project,indicating that the established performance evaluation model is both scientific and feasible;finally,in view of the specific situation in the performance management of the river sewage treatment PPP project,from the three levels of optimization principles,implementation procedures and safeguard measures Put forward effective suggestions to clarify the direction of continuous optimization of performance management of the project in the future,and provide certain experience for reference for related river basin sewage treatment projects...
