With the growth of freight demand,traffic emission problems are becoming more and more serious.At present,China has promulgated a number of strategies to adjust the structure of freight transport and promote the development of green transportation.Therefore,it is important to study the decision-makers'choice behavior of the freight transport and reduce carbon emissions.In this paper,two discrete choice models were established to quantify the time utility and to consider different decision-makers'preferences for the whole container and part-load freight transportation.According to the research of carbon tax model,the formula of CO2 emission of electric energy based on equivalent energy is deduced,and the electric train's indirect CO2 emission is calculated.The China's current transport's carbon emission and energy consumption factors are revised,and the CO2 emission and carbon tax equation based on energy consumption is constructed.For the whole container cargo transportation,whose decision-makers are factories and enterprises,the features and organization mode of each cargo transportation mode were analyzed.After that,the freight cost considering transshipment and the time value of early arrival are calculated.Based on utility theory,a whole container freight's discrete choice model considering carbon tax is established.For the part-load freight transportation,whose decision-makers are micro enterprises and individuals,different transport modes were compaired to determine the variables which influence the decision-making.Through RP-SP survey,the coefficients of decision makers'preference for different freight attributes were quantitatively calibrated,and a part-load freight's discrete choice model was established considering carbon tax and individual preferences.This paper studies the impact of carbon tax on freight structure and carbon emissions,and a whole container and a part-load cargo discrete selection models for mode considering carbon tax are constructed.With the case study of Nanjing-Shanghai section in the Yangtze River Economic Zone,the research results can provide a theoretical basis for governors to adjust the freight structure,promote multimodal transport,reduce CO2 emissions and establish a reasonable range for carbon tax.Based on shippers'preferences,it can also provide a theoretical basis for carriers to rationally allocate transport capacity and adjust the freight structure.
