| As the transport sector is one of the sectors that contribute a lot to carbon emissions,the construction of low-carbon transportation system has become a key step in implementing national strategies such as "Strong Transportation" and "High-quality Transportation Development".In 2018,the Ministry of Transport officially start the threeyear plan of adjusting the transportation structure that freight transportation structure adjustment is one of the key tasks,which aims at promoting the structural upgrading of China’s comprehensive transportation system through this move,so as to promote China’s transport to "low-carbon","efficient" and other higher quality direction.Compared with simply reducing the total carbon emissions from transportation,improving carbon emissions efficiency can better meet the dual goals of increasing transport output and reducing carbon emissions.The existing researches mainly focus on the measurement of carbon emissions efficiency of transportation and related influencing factor,but there are few targeted researches on carbon emissions efficiency in the field of freight transportation.Firstly,freight transport carbon emissions efficiency is defined in this paper based on FSO theory and efficiency theory,and the mechanism of freight structure on the freight transport carbon emissions efficiency is put forward.Secondly,this paper calculates freight transport carbon emissions based on a bottom-up model and then builds super-efficient SBM model to calculate and analyze the freight transport carbon emissions efficiency.At last,this paper further explores the influence of freight transport structure on freight transport carbon emissions efficiency through the panel data regression.The results show that:(1)Different provinces have different freight transport carbon emissions efficiency value.In addition to Tianjin,Beijing and Shanghai in the frontier of above,other provinces are at low levels,which can be divided into "the leaders","the chasers" and "the laggards" in the field of freight carbon emissions.From a regional perspective,the freight transport carbon emission efficiency in eastern provinces is significantly higher than the national average level and the central and western provinces,showing a “ushaped” curve characteristic of declining from 2005 to 2011 and increasing from 2011 to 2016.(2)The freight transport structure has a significant negative impact on the freight transport carbon emissions efficiency and there is regional heterogeneity.The impact on the eastern,central and western regions shows an increasing trend.The research contribution of this paper is mainly reflected in:(1)The provincial distribution of freight transport carbon emissions efficiency in China is explained.(2)The mechanism of freight structure on the regional differentiation of freight transport carbon emissions efficiency is put forward.Based on the research conclusions of this paper,this paper aims to put forward the key issues and reasonable policy suggestions for the structure upgrade of freight field in China from the aspects of formulating carbon emission reduction measures by differentiation,narrowing the freight transport carbon emissions efficiency gap in China,optimizing the freight transport structure and so on. |
