With the deepening of reform and opening up,China’s economy has developed rapidly and has become the second largest economy in the world.With the rapid development of economy,the process of urbanization is speeding up,and the living standard of residents is also greatly improved.As a derivative of economic development,municipal solid waste(MSW)has greatly increased,and garbage pollution has become a livelihood issue that people pay more attention to,but the traditional garbage disposal capacity still needs to be further improved,and the phenomenon of garbage besieging appears in many cities.The social contradiction caused by garbage pollution is becoming more and more serious.The overall layout of the "five in one" has brought about the construction of ecological civilization and political construction.Economic construction is in the same important position,which fully reflects the Party Central Committee’s accurate insight into the people’s urgent need for a good ecological living environment.Under this background,it is particularly important to speed up the disposal of municipal domestic waste.However,the traditional way of waste disposal is that government departments often set up specialized agencies to handle it.This kind of treatment has many disadvantages.Firstly,the lack of competition and supervision leads to insufficient innovation and relatively backward equipment and technology.The whole operation efficiency is on the low side,there are still power rent-seeking and corruption to some extent,resulting in the waste of public resources,this way is not suitable for the new requirements.therefore It is urgent to explore the reform in the field of municipal solid waste treatment.In recent years,the PPP model has been widely used in the field of infrastructure construction in China,and many successful experiences have been obtained,which provides a new model for our reform in the field of municipal solid waste management.In PPP mode,the public sector and the private sector cooperate,breaking the dominant position of the traditional public sector and establishing the equal relationship between each other.The public sector is mainly responsible for the coordination and supervision of the PPP model,while the private sector is mainly responsible for the construction and operation of the project.In this way,both public and private can use their own advantages to maximize the efficiency of cooperation.Public sector root Under contracts with the private sector,financial subsidies and policy benefits are provided to the private sector,which uses its own management techniques and advanced facilities to meet the project requirements of the public sector and to provide quality public goods and services to society.The use of PPP model can make full use of private sector property and management technology,reduce the financial pressure of the public sector,and achieve better governance.Therefore,the application of PPP mode in municipal solid waste treatment has a broad prospect and significance.Based on the case of municipal solid waste management in Yinan County,Linyi City,this paper studies the application of PPP model in the treatment of municipal solid waste(MSW).In the research,PPP model related theory,stakeholder theory and risk sharing theory are used as the theoretical basis of PPP model applied to municipal solid waste disposal.This paper analyzes the challenges and new situations encountered by the public sector in the treatment of municipal solid waste(MSW).Through the success and failure of the PPP project in Yinan County,Linyi City,this paper analyzes the problems that need to be paid attention to and grasped in the operation of the project.The countermeasures of accelerating the application of PPP mode in the field of municipal solid waste treatment are put forward.
