In 2018,the supply and demand of China's coal market remained basically the same,and the benefits of the industry continued to improve.However,structural problems were still outstanding,high-level and highly skilled personnel were in short supply,and brain drain was serious.The future development of coal enterprises was facing many pressures and problems In May 2018,the State Council issued the Opinions on the Reform of the Wage Decision Mechanism of State-owned Enterprises,which pointed out that state-owned enterprises should strengthen the performance assessment of all personnel so that the income of employees is closely linked to their performance and actual contributions.Under the dual background of market environment pressure and national policy requirement,the reform of the performance appraisal system of state-owned coal enterprises is not only the need to activate the vitality of enterprises,increase the attractiveness of talents,and respond to the pressure of the market industry,but also a positive move in response to the country s callThis paper takes the Y company functional department as the research object,first of all through the field research,on-site interviews,data collection and other methods to survey the actual situation of the company,including the history,human resources,compensation structure and the current performance assessment system,etc..The problems and reasons of the existin performance appraisal system of functional departments are analyzed.Secondly,on the basis of the actual situation and problem analysis of Y Company,a systematic performance evaluation system for functional departments was established based on the comprehensive application of balanced scorecard,key performance indicators,and analytic hierarchy process.Including:the establishment of the assessment dimension,the selection of assessment indicators,the determination of the weight of indicators,and other relevant measures for the implementation of the assessment(including:assessment subjects,assessment cycles,performance linkages complaint handling,etc.);Finally,taking the comprehensive management department as an example,applying the newly constructed performance appraisal system of functional departments,it is found that the newly constructed performance appraisal system has many advantages and advances compared with the original performance appraisal system,and puts forward relevant suggestions for the implementation of the performance appraisal system.The proposed performance appraisal system of functional departments aims to provide a practical plan for the reform of the performance appraisal system of Y companies,and also provides some reference and reference for other state-owned coal enterprises.
