As the basic energy in China,coal resource occupies an important position in the energy system and is one of the important pillar industries of national economic and social development.Under the influence of supply-side structural reform policy in Coal Industry,the effect of reducing production capacity appears gradually.After 2018,the market has gradually maintained a balance between production and demand,coal prices have recovered,and the operating conditions of enterprises have improved,but there are still problems such as heavy work to cut production capacity,backward management mechanisms of enterprises,and lack of high-end talents,so that the coal enterprises in the future development still need to face great pressure and challenges.In the face of the continuous changes in the market,it puts forward higher requirements for the level of human resource management in enterprises.Performance appraisal is the key link of human resource management.In order to achieve the sustainable development of enterprises,we need a more scientific performance appraisal system that is more suitable for the survival of enterprises to stimulate the potential of employees,in order to achieve personal and enterprise development"win-win".This paper mainly takes the Function Department of Y Company as the research object,through the ways of data collection,questionnaire survey,literature reference,etc.,This paper analyzes the existing problems and reasons of the current evaluation system of Y company’s functional departments.On the basis of the analysis of the actual situation and specific problems of the company,the methods of performance indicator,balanced scorecard,analytic hierarchy process(AHP)and so on have been comprehensively applied,the original performance appraisal system of functional departments is optimized:Taking the Human Resources Department as an example,the dimensions of performance appraisal,the weight of appraisal indicators and indicators are determined;the application of appraisal subject,appraisal cycle and appraisal results are optimized,at last,the paper puts forward the guarantee measures of performance appraisal.The establishment of performance appraisal system of function department aims to provide a feasible scheme for the improvement of performance appraisal of function department in Y company,and at the same time,it also provides a certain reference for other functions of coal enterprises.
