| With the rapid urbanization in China,water environment system has been destroyed.The water ecology and the water environment have become a major problem which can't be ignored.The watershed management is extremely urgent due to the severe water environment situation nationwide.The traditional management projects for watershed governance were poor and affecting the safety and sustainable development of urban water environment in China due to insufficient funding and ineffective construction and operation management by government.PPP(Public-Private Partnership),applied in watershed governance,has changed the traditional situation which the government undertook the task of water environment governance alone,has alleviated financial pressure and has brought the professional technology and operation management ability of social capital into play,to activate the better social capital market,and to improve the governance ability of innovative.This paper analyses the application of PPP mode for Nakao river in Nanning to express the characteristics and highlights of PPP mode in government watershed governance in five aspects of bidding and procurement mode,pay-by-performance mechanism,scientific measurement and reduction of social capital return rate,new concept of watershed governance,and multi-party social capital follow-up and participation in whole process,and raises the strategies to improve the application of PPP mode in government watershed governance in aspects of public-private equality,achievements setting,risk distribution,management boundary and government functions on basis of the reference of advanced experience domestic and abroad,with the combination of actual situation in China,so as to achieve the optimization of resource allocation,to improve the quality of public products and public service supply,to advance the construction for water environment safety and to improve the carrying capacity of basin ecology in China,with all efforts. |
