| In the reality of the integrated management of inter-administrative area watersheds,faced with the contradiction between the overall environmental integrity of watersheds and the fragmentation of territorial management,local governments should work together to advance the integrated management of watersheds so as to better achieve the governance goals.This article choose the case of the collaboration of local governments in the integrated management of the Taoxi River basin to start with.Through the application of the case study and the literature study,the author makes use of the theory of resource dependence,the theory of holistic management and the theory of inter-government relations,and discusses how to strengthen the collaboration among the local governments without subordinate relationship to advance the integrated management of the river basin.This paper analyzes the basic situation of local government collaboration in the integrated management of Taoxi river basin,the establishment of the cooperative institutions,the working institutions of the cooperative institutions and the current situation of government collaboration in the integrated management of peach stream.The conclusions are as follows:(1)In the integrated management of the Taoxi River Basin,there are still problems such as insufficient authority of the coordinating bodies,insufficient guarantee of coordination,insufficient communication and trust in coordination.The reasons for these problems are that the differences in resource ownership among local governments lead to differences in governance objectives,poor management methods lead to differences in collaboration cognition,asymmetric information occupation leads to insufficient collaboration and interaction,and weak government autonomy leads to a weak cooperative attitude.(2)Specific suggestions for government collaboration in the integrated management of Taoxi river basin are as follows: in the face of cross-administrative management of the river basin,local governments should cultivate a collaborative culture of establishing common values,seeking commoninterests and building a trust relationship,establishing regional management institutions,exploring the participation of diverse subjects in governance and creating a platform for information sharing,etc..We will deepen coordination mechanisms for policy coordination,compensation for benefits,and coordination and supervision.Through mutual dialogue,mutual concessions and full collaboration among local governments,we can effectively solve the dilemma of fragmentation of watershed environmental integrity and territorial environmental management. |
