In 2018,the "Three-Year Action Plan for the Rehabilitation of Rural Human Settlements" issued by the State Council and the State Council clearly stated:Promote the pollution control of domestic garbage in rural areas and the improvement and protection of human settlements and ecological environment,and gradually upgrade and improve the village scenery.The problem of pollution of domestic garbage in rural areas involves not only the village appearance,the human settlement environment,but also the health of every villager.In view of the pollution problem of human settlement ecological environment in the "garbage village" in rural society in recent years,this paper attempts to expound the pollution control of domestic garbage and the rectification and protection of human habitat ecological environment from the perspective of grassroots governance.Practice dilemma;the social causes that lead to these practical dilemmas and the feasible solutions or paths to solve the current problem of pollution control of domestic garbage in rural areas and the rectification and protection practice of human settlements.Through the pollution control of domestic garbage in rural areas and the rectification and protection of human settlements and ecological environment,we will recognize and understand the social and economic development of rural areas,the daily life of villagers and the evolution of production methods,and thus better It will provide useful lessons for promoting the construction of a new socialist countryside(beautiful villages),improving the appearance of villages and villages,and realizing the strategy of rural revitalization.From the logical structure of this paper,first of all,since the reform and opening up,especially in the rural areas since the beginning of the new century(2000),the pollution control of domestic garbage and the development and protection of the human ecological environment have evolved.It sorts out,summarizes and summarizes;and from the three dimensions of grassroots government,villager autonomy,and rural social self-organization,it has carried out in-depth and meticulous analysis of the three main modes(or types)of pollution control of domestic garbage in rural areas.Subsequently,the author selected D village in Central Hebei as the object of investigation,and carried out detailed investigation and analysis on the pollution control of domestic garbage and the reality,practice dilemma and social reason in the process of remediation and protection of human settlement ecological environment.The study found that the current pollution problem of domestic garbage in rural areas mainly comes from the inside of rural areas.Since the reform and opening up,the social economy in rural areas has developed rapidly,and the material life of the villagers has been greatly enriched.With the coming,the pollution of domestic garbage in rural areas and the destruction of human ecological environment have been raised.The pollution control of domestic garbage in rural areas and the practice of rectification and protection of human ecological environment require the independent organization and independent governance of the villagers and the multi-collaboration and cooperative governance of grassroots governments and social enterprises(or social non-profit organizations).Based on the analysis and research of the institutional theory of the self-governance of social public affairs by the famous American political economist and administrator Elinor Ostrom,the author proposes the current domestic garbage in rural areas.Pollution control and the governance of human settlements and protection of the human habitat-self-determination and cooperation,namely:the integration and cooperation mode of the diversified main body of domestic garbage that emphasizes the main body status of the villagers,the social organization assistance,and the self-governance of the villagers.
