Post project evaluation on construction project can provide a comprehensive analysis on the demonstration,implementation,benefit and influence of a project,from which lessons can be learned,problems can be identified,and suggestions can be made,leading to a higher decision-making level,better guidance on the same type of project,smaller project invest and lower development risk in the future.Now that petroleum industry is the pillar one among energy industries.It plays an important role in national economy and national security strategy.Oil-gas field development is accompanied by high investment,high risk,large amount of engineering and complicated projects.With the gradual deepening of resource development,the number of remaining undeveloped resources will be reduced,which will increase the difficulty of exploitation and production costs.As a major oil-producing region of Liaohe Oilfield,a branch office of China National Petroleum Corporation,XL buried hill reservoir reaches a measured thickness of 2.325kilometers.Development of such a huge massive fractured reservoir is very rare in domestic market.The development program was established in the year of 2010 and the productivity construction operations were carried out from 2010 to 2012,during which a total amount of7351.31×10~4 tons of petroleum-in-place was completed.The annual oil production reached102.11×10~4 tons,which reached the production target of 1 million tons.Through the comprehensive post-evaluation and analysis of the productivity construction project of XL buried hill reservoir,this study aims to establish a comprehensive post-evaluation model suitable for this kind of massive fractured reservoir,and summarize the success and shortcomings in the process of project demonstration,implementation and operation,so as to avoid similar problems in the future development of similar reservoirs and achieve more efficient development and construction.Based on the summary and analysis of the work and research status of post-evaluation of projects at home and abroad,this paper establishes a comprehensive post-evaluation model combined with the post-evaluation contents of each link of XL buried hill reservoir productivity construction projects.Five aspects of post-evaluation are selected as the first-level indicators:post-evaluation of pre-work,post-evaluation of reservoir engineering,post-evaluation of Engineering construction,post-evaluation of investment and economic benefits,and post-evaluation of impact and sustainability.Thirteen secondary and 26 tertiary indicators are selected on the basis of the first-level indicators to construct a comprehensive post-evaluation index system for the productivity construction project of XL buried hill reservoir,and the weighting coefficients of the indicators are determined by using the analytic hierarchy process(AHP)to synthesize the opinions of several experts.A comprehensive post-evaluation method suitable for XL buried hill reservoir productivity construction project is selected,and the fuzzy comprehensive evaluation method is introduced into the success evaluation method.The success degree scores of all links and the whole project are obtained by the cumulative method.The total score of 0.712 is the first value greater than 0.5,and the result is relatively successful.At the same time,the main experience of XL buried hill reservoir productivity construction project is summarized according to the content of post-evaluation of each link,which can provide reference for similar projects development and construction in the future,and improve the level of investment decision-making.
