Study On New Block Of Oilifeld Capacity Building Project Comprehensive Post-evaluation

Oil as a non-renewable resources, the development of characteirstics are uncertainfactors, big investment and high irsk, and at the same time, oil ifeld construction as animportant pillar industry in our country, is the national economy aorta, so how to make theoilfield construction and operation implementing achieve maximum efifciency, become thefocus of attention at present. Oilfield productivity construction project is divided into the ruralblock and new block, they have with its own characteirstics, and have their different tasks andobjectives. Old area projects have supporting equipment. New block project have a largeamount of investment, high-irsk characteristics, including pre-design, the inteirm developmentwells and surface engineeirng construction require lots of manpower，mateiral and financialresources, and the whole process is facing a complex and multifaceted factors. Therefore, theconstruction of a productivity of oilifeld project evaluation of attention paid to work, as acomprehensive evaluation of the work is regarded as top pirority, from the overall to theproject quality was summairzed, and find out problems to learn, then provide improvementadvice, to provide for oilfield construction projects reference of later.Therefore, this paper willbe a comprehensive post-evaluation for complex new block.This paper systematically summarizes the foreign evaluation, analyzing the necessity ofcomprehensive post-evaluation productivity construction project, and then introduces thecomprehensive post-evaluation productivity construction project theory of newly-built boock.Secondly, combined with the foreign and domestic research, this paper set up the initialindicators of comprehensive evaluation about the new block oilfield productivity constructionproject. Then, using the grey system theory and tectonic whitenization weight ifinction, theevaluation index system of new block oilifeld comprehensive post-evaluation productivityconstruction project is calculated. Atfer constructing the evaluation system, throughcompairson and analysis of several methods of evaluation, this paper gets the suitableevaluation method for oilfield productivity construction of new blocks-the success fuzzycomprehensive evaluation method，at the same time, introduces the main evaluation steps of this method and evaluation. Finally, take the new block in Changqing oilifeld productivityconstruction project as an example, summarizing the successful experience, analyzing theexisting problems and putting forward suggestions.
