Eco-livable Level Measurement Of Hebei Province Based On The Strategy Of "Vitalizing Rural Areas"

In recent years,Hebei Province has made some progress in the construction of ecologically livable villages: through the activities of continuous improvement of rural environment,we have completed the standardized disposal of garbage,and basically realized the solution and management mode of "household classification,village collection,Township(town)transshipment,County(city)disposal".Central document No.1 of 2018 pointed out that "ecological livability is the key to rural revitalization".However,at present,there are still a series of problems in rural areas of Hebei Province,such as the discharge of domestic sewage at will,the disposal of domestic waste at will,the imperfection of infrastructure construction,the low quality of life and the low level of civilization,which hinder the construction of ecological livable villages in Hebei Province.Therefore,accurately measuring the level of rural ecological livable development and regional differences in Hebei Province has important theoretical and practical significance for Hebei Province to choose appropriate methods of ecological livable rural construction,formulate relevant policies for the government and enterprises,and realize the sound and rapid development of rural ecological livable.The following work has been done in this paper:Firstly,the comprehensive evaluation index of eco-livable rural construction based on pollution control,resources and environment,economic vitality,quality of life,infrastructure and civilization degree is put forward.The "Cantille" empowerment method is used to evaluate the eco-livable rural construction of each prefecture-level city comprehensively,and the score and ranking of eco-livable rural construction of each prefecture-level city in Hebei Province are obtained.Six criteria levels were calculated and ranked respectively to find out in more detail the reasons that restrict the development of ecological livable villages in each prefecture-level city.Generally speaking,the construction of ecological livability in our province is on the low side,encountering bottlenecks.Tangshan,Baoding,Handan and Cangzhou rankin the top four,while Zhangjiakou,Hengshui,Qinhuangdao and Chengde rank in the bottom four,with resources and talents flowing to Beijing and Tianjin.Secondly,we use Moran’s I index to analyze the overall spatial distribution characteristics of rural ecological livable construction in Hebei Province,in order to explore the heterogeneity and spatial dependence of rural ecological livable construction in Hebei Province,and use LISA value to analyze the local spatial distribution characteristics of rural ecological livable construction in Hebei Province,reflecting the river.The characteristics of local spatial agglomeration or dispersion and spatial spillover effect in the construction of ecological livability in rural areas of North Province.The results show that there are obvious regional agglomeration of resources,environment,economic vitality and infrastructure.Finally,aiming at the results of comprehensive ranking and spatial autocorrelation,this paper puts forward a series of countermeasures and suggestions to further change the way of rural development,so as to make the rural natural environment beautiful and the villagers’ living environment comfortable.
