In May 2019,the "National Ecological Civilization Pilot Zone(Hainan)Implementation Plan" was issued,clearly placing "green urbanization" and "beautiful countryside construction" as key tasks to promote the pilot zone,and Hainan will be built into an ecological livable island with ecological sustainable development and harmonious coexistence between man and nature.The study of eco-livability in Hainan is currently limited,with research focusing on ecological changes and sustainable eco-economic development.The study of eco-livability is of great value to local governments in terms of scientific planning,resource allocation and policy guidance.The paper takes Hainan as the research object,and evaluates the ecological livability of Hainan at two levels by constructing a comprehensive and structural two-level indicator system,and combines the overall evaluation and the two or three level index evaluation results,and concludes the evaluation results and Countermeasures of Hainan’s ecological livability.the research method is somewhat innovative.The main points of the paper are as follows.:1.The construction of indicators of ecological livability in Hainan.Based on the combination of literature research and questionnaire survey(1748 valid questionnaires),a two-level indicator system was constructed for the comprehensive evaluation of eco-livability and a structural evaluation of eco-livability in Hainan.The comprehensive evaluation indicator system was used for the comparative study of eco-livability in 30 provinces and cities,and the structural evaluation indicator system was used for the comparative study of eco-livability in 18 cities and counties in Hainan.2.Comprehensive evaluation of ecological livability in Hainan.The TOPSIS method and the subjective-objective combination weighting method were used to evaluate 30 provinces and cities across China,combining cluster analysis and regression analysis to analyse the strengths and weaknesses of Hainan’s overall eco-livability and secondary and tertiary indicators compared to other provinces and cities across China,as well as their development trends.The research found that the overall level of eco-livability in Hainan is among the highest in the country,with an upward trend in ranking,but the development of each factor is uneven,and some indicators are ranked low in the country,especially in infrastructure and public services,which are the shortcomings of eco-livability in Hainan.3.Structural evaluation of ecological livability in Hainan.The TOPSIS method was used to evaluate the 18 cities and counties in Hainan,and the spatial variability,spatial autocorrelation and coupling coordination analyses were combined with visual thematic maps to analyse the spatial and temporal changes and development trends of ecological livability in each city and county.The research found that the overall ecological livable level of all cities and counties in Hainan is developing positively,but the development between cities and counties is uneven,with the overall characteristics of a "double core" of Haikou and Sanya,and obvious spatial differentiation.Most cities and counties do not have a high level of coordinated development of economic development and ecological livability coupling,and economic development does not contribute enough to ecological livability.4.Application of evaluation and analysis results.On the basis of the comprehensive and structural evaluation and analysis of the ecological livability of Hainan,specific recommendations are made to strengthen the ecological livability of Hainan in four aspects:maintaining ecological advantages,making up for the shortcomings of livability,building a green economy and scientific and coordinated development.
