Research On Risk Management Of Mou Oil And Gas Public Pipeline Ppp Project

In recent years,China has introduced a series of policies and regulations to fully support the entry of social capital into the energy-saving society and public service sector.In this context,a large number of PPP projects have been pushed to the market and entered the actual operation.However,in the actual operation,some PPP projects fail because of poor management and unclear responsibilities and rights of both parties.To this end,since the second half of 2017,the state has issued a number of support and regulations to control the risks of PPP projects,which shows that there are greater risks in the development process of PPP projects in China,and it is urgent to strengthen the risk management of PPP projects.For controlling risk in the PPP project of Lanshan Oil and Gas Public Pipeline Corridor,under the guidance of risk management theory and according to the risk management process,the risk of PPP project of Lanshan oil and gas public pipeline corridor was studied deeply.Having studied and formulated risk planning,17 risks of PPP project were identified by fault tree analysis method,and risk assessment was carried out through the application of AHP technology and method,and the grade of each risk was assessed,and three high-level risks were determined,they are the default risk of social enterprises,the risk of planners and designers,and the risk of material procurement.There are seven intermediate risks,namely,operator risk,material use risk,quality risk of machinery procurement and external environmental risk,construction personnel risk,internal environmental risk,default risk of government units,and the rest are low-level risks.On this basis,scientific risk control measures are formulated.Such as,we should strengthen the management of material procurement process,establish a standardized procurement system,and choose public bidding as far as possible to control the risk of material procurement;in order to prevent the risk of default of government units,we should strengthen the legal awareness of government units and increase the consciousness of contract performance through legal learning;we should do a good job in advance of the contract review work and reduce the risk of contract breach.The unreasonable clauses in the contract should be avoided so as to avoid the obvious unfavorable clauses in the contract.In addition,during the implementation of the project,the study continued to carry out risk monitoring and found that the deficiencies in risk control need to take immediate measures to improve the risk control system,to ensure that the risk control of Lanshan Oil and Gas Public Pipeline Gallery PPP project is always in the optimization,in order to give full play to the actual effectiveness of risk control measures,to ensure that Lanshan Oil and Gas Public Pipeline Gallery PPP project in the construction and operation process achieved success.
