In recent years, with the opening and development of Beibu Gulf, Guangxi's economy has been developing continuously, rapidly and healthily with increasing demand for energy, especially oil. For the sake of conscientiously implementing the strategy of the Party and the state, China Petroleum constructed a 1000×104t/a Sudan crude oil processing refinery in Qinzhou. The project went into production in September 2010, with annual production of 6.54 million tons of refined oil. In order to ensure the smooth transportation of refined oil after the construction of Guangxi Petrochemical, the pipeline transportation construction of the Guangxi Petrochemical 10 million tons/year refined oil refinery is imperative.To ensure the Guangxi Petrochemical 10 million tons/year refined oil refinery pipeline transportation construction, including its safe use and efficient operation, we must strive to enhance risk control capability of the pipeline project, in the whole process of its construction and operation.This paper, combined with the characteristics of oil and gas pipeline projects, presented with the refined oil pipeline transportation project of Guangxi petrochemical 10 million tons/year refinery example, provides a comprehensive analysis of Pipeline term potential, the project implementation, operation and management together with the risks that may face in the process of all the aspects. By using statistics data in risk management theory, brainstorming and fishbone chart, the paper tries to identify the risks that may exist in this project, in conclusion that five categories risks-cost analysis, schedule risk, quality risk, security risk and environment risk, and by detailed analysis of these risk factors, puts forward countermeasures to ensure the safe and reliable operation of the Pipeline and minimize pipeline accidents, to avoid casualties, environmental damage and huge economic losses.
