In recent years, with the improvement of traffic conditions and the implementation of the western development strategy in China, the economic development of Yunnan, Guizhou and Guangxi provinces of rapid acceleration, its oil consumption increased year by year. Yuxi-Fu Ning products pipeline construction project is to ease the Southwest refined oil shortages of materials and set up, and its completion will eventually form the south line of the southwest refined oil supply, so that oil supply Southwest Provinces form a ring network, improve resource supply reliability and flexibility of the region mobilized.This paper introduced the related risk management theory, the use of risk management techniques and methods, combined Yuxi-specific workflow Fu Ning Pipeline construction projects undertaken, refined oil pipeline construction risk management research. Among them, the main content is through risk planning, identification, analysis, monitoring, enabling effective management of risk, making the project the smooth realization of the intended target. Pipeline line construction process will be broken down into relatively independent, easy to manage work unit, scoring by experts to evaluate its impact on the project schedule, cost, quality, HSE objectives sort the results according to risk assessment, risk management will risk making deal with work focused on those risk value greater risk events to achieve a multiplier effect.Yuxi-Funing Oil Pipeline Construction Project Risk Management has a project long construction period, large amount of investment; investment capital transferability and substitutability poor, factors affecting the project investment results of many investment decisions are more complicated; refined oil pipeline construction costs vary widely, rapidly and so on.Yuxi-Funing Oil Pipeline Construction Project Risk Identification are: construction preparation stage workers, construction materials, equipment, machinery has entered the scene, the operator’s safety, health, occupational risks, diseases, there are many risks, material or equipment Since the risks and factors that operator itself improper operation may result in mechanical failure or accidental injury. Construction workers enter the work area demolition project, a four-way equal work, with construction noise and construction pollution, messy personnel and other factors, it is easy to dispute with local residents, once mass incidents is difficult to quickly resolve, it will seriously affect normal construction schedule of the project. There are facilities spill pollute the environment.a relatively large impact on the project schedule risk events are:heavy construction equipment failure, Surveying and Planning course not, transportation management difficult mountain, blasting accident; the greatest impact on the cost of the project is the main risk events:pipeline leak, Surveying and Planning course not, blasting accidents, mountain slope affect welders and the like; the greatest impact on the quality of the project risk events are:pipeline leak, Surveying and Planning course not, piping When damage pipelines; the greatest impact on the HSE system more risk events, mainly pipeline leak, improper or lack of awareness of HSE personnel management, labor or lack of protective equipment and so on.And proposed risk control project preparation phase and the operational phase, the defense suggested that the main focus on the design phase of risk prevention, operational risk prevention construction, the establishment of mechanisms for regular inspections to prevent transportation risk, after the completion of construction of risk prevention, the establishment of evaluation protection system, strengthening the extreme weather warning mechanism proposal.
