Study On Government Functions In The Improvement Of Rural Living Environment In Xinzheng City

To improve the rural living environment and build a beautiful and livable countryside is an important task of implementing the strategy for revitalizing the countryside.In recent years,Xinzheng city has taken the improvement of rural residential environment as an important part of the construction of a new socialist countryside,vigorously promoted the construction of rural infrastructure and the equalization of basic public services in urban and rural areas,and achieved remarkable results in the construction of rural residential environment.However,the city’s rural living environment is very unbalanced,messy and poor problems in some areas are still relatively prominent,and with the building of a moderately prosperous society in all respects and the expectations of the masses of farmers are still a big gap,is still a prominent shortcoming of economic and social development.Based on the theory of government function,public product theory and public governance theory,this paper studies the government function in the renovation of rural residential environment in Xinzheng city by comprehensively using literature research method and case analysis method.This paper firstly puts forward five functions that the government should perform in the improvement of rural residential environment,including "making policies,promoting implementation,investing funds,guiding and mobilizing,supervising and examining".Then,the status quo of the performance of government functions in the renovation of rural residential environment in Xinzheng city is investigated,and the results and shortcomings of the performance of government functions are analyzed.The results include "formulating relevant policies,implementing the ’five major projects’,investing financial funds,guiding the public to participate,and establishing an assessment system".The deficiencies include "lack of operability of policies,insufficient coordination and cooperation between departments,insufficient financial investment and lack of guidance for social forces".Then,the article analyzes the reasons for the problems in government functions,including "ungrounded policies,lack of cooperation mechanism,single source of funds,and unsound participation mechanism".At last,the paper puts forward some Suggestions for improving the government functions in the improvement of rural residential environment,including "doing a good job in policy formulation,establishing cooperation mechanism,expanding financing channels and improving participation mechanism".This paper is intended to provide Suggestions for the improvement of government functions in the renovation of rural residential environment in Xinzheng city,further improve the level of rural residential environment in Xinzheng city,enhance the well-being of the villagers,and contribute to the construction of beautiful livable villages in Xinzheng city and the implementation of the rural revitalization strategy.
