| To improve the green total factor productivity of resource-based cities so as to achieve green transformation development is one of the issues that academic and practical circles pay high attention to.This will not only help resource-based cities resolve the contradictions among economic growth,environmental pollution and resource constraints,break the shackles of development and step into the track of benign social development,but also affect the coordinated regional development and high-quality economic reform of the whole country.Practical experience and many studies show that the green transformation process of resource-based cities cannot rely solely on the role of the market,and it is particularly necessary for the government to intervene and guide through appropriate policy means.Among them,national development zones,as a location-oriented industrial policy with a long history and Chinese characteristics,are currently regarded by local governments at all levels as an important carrier to implement innovation-driven development and other strategies and the power source of high-quality transformation and development.Then,can national development zones effectively undertake the mission of The Times and promote the green transformation and upgrading of resource-based cities? This problem deserves consideration and attention.Therefore,this paper will focus on the impact of the establishment of national development zones on the green transformation of resource-based cities.Firstly,theoretical analysis.Based on existing research results and theoretical basis,this paper concludes that national development zones may promote the green transformation of resource-based cities by optimizing and adjusting industrial structure,enhancing green innovation level and strengthening environmental regulation.Secondly,in the analysis of the current situation,this paper describes the development situation,the number and distribution of national development zones of resource-based cities,and uses the GML index method to measure the green total factor productivity(GTFP)of resource-based cities to measure and analyze the green transformation trend.Finally,in the empirical analysis part,based on the panel data of 114 resource-based cities at the prefecture level from 2006 to 2019,this paper constructs a multi-period difference difference model(multi-period DID)to evaluate the net effect of the establishment of national development zones on the green transformation of resource-based cities,and conducts robustness test,influence mechanism test and heterogeneity test accordingly.The results show that:(1)The establishment of national development zones has a significant positive effect on the green transformation of resource-based cities.(2)National development zones have a positive impact on the green transformation of resource-based cities mainly through the effect of industrial structure and green innovation,but the effect of environmental regulation is not valid.(3)The impact of the establishment of national development zones on the green transformation of resource-based cities will show obvious heterogeneity due to geographical location,type of national development zones,type of resource-based cities and the number of national development zones.Therefore,this paper puts forward the following policy suggestions:(1)Improve the quality and efficiency and accelerate the transformation and upgrading of national development zones.(2)Strengthen regulations and strive to improve the green level of national development zones.(3)Implement policies according to local conditions and rationally plan the policy layout of development zones. |
