| Since the 19th National Congress of the CPC,the construction of ecological civilization in the new era of socialism with Chinese characteristics has turned a new page and put forward higher requirements for the sound ecological construction in rural areas.Major activities such as the construction of beautiful rural areas in GuangXi will further accelerate the process of promoting ecological development in rural areas of GuangXi.Nonetheless,rural environmental control is still a weak link in the construction of ecological civilization in Guangxi Zhuang Autonomous Region.Nanning Economic and Technological Development Zone is located in the southern part of Guangxi’s capital.There are also some rural environmental problems in this area,especially in the rural livestock and poultry breeding pollution.This study from the perspective of grass-roots government management ability and management modernization,in nanning economic and technological development zone,for example,using the polycentric theory analysis of the current nanning economic and technological development zone of livestock and poultry breeding pollution present situation,analyze the government single-center governance lack scientific layout and breeding of livestock and poultry cultivation weak infrastructure,poultry breeding pollution problems such as imperfect laws and regulations in the field of governance,On the basis of in-depth analysis of the crux of relevant issues,the paper puts forward the policy Suggestions of constructing the pattern of government and society cooperating to control livestock and poultry pollution and giving full play to the supporting role of market mechanism in rural livestock and poultry breeding pollution control.The purpose of this study is to provide Suggestions and references for improving pollution control ability and effect of livestock and poultry breeding in nanning economic and technological development zone and similar areas. |
