The Research Of Livestock And Poultry Breeding Pollution Problem And Governance Mechanism In Mingshan

The Mingshan District of Ya’an City is a big traditional agricultural county.The livestock and poultry breeding industry has a long history and is one of the leading industries in the local countryside.In recent years,the scale of livestock and poultry breeding in Mingshan district has increased steadily.At the same time,the public’s response to the problem of breeding pollution has become more and more intense.In order to control the pollution of livestock and poultry breeding,the local government has issued a series of policies and achieved some results,but there are still some deficiencies in the pollution control work,which has a good practical value for the assessment and research of the pollution control work in Mingshan district.This paper summarizes and analyzes the research status at home and abroad through literature research,introduces the definition of livestock and poultry breeding pollution and livestock and poultry breeding pollution control,and expounds the main theoretical basis of the research environment bearing theory and clean production theory.Through interviews,field visits and other methods,it is concluded that the current pollution of livestock and poultry breeding in Mingshan district is still serious,especially the problem of water pollution,and the governance effect still needs to be improved.There are some problems in the control work,such as the poor effect of supervision and law enforcement,the barriers to the development of livestock and poultry breeding enterprises,the low participation of the public,the limited role of market players in pollution control,and the insufficient investment of funds for pollution control.The corresponding reasons are: the government administration mechanism is not perfect,the publicity and incentive of public participation is not enough,the market-oriented foundation of livestock and poultry breeding management is poor,and the system guarantee is not in place.On this basis,the following suggestions are put forward to improve the effect of pollution control: improve the scientific supervision system of breeding pollution,unblock the channels for the public to participate in pollution control,enhance the marketization degree of livestock and poultry breeding pollution control,and strengthen the institutional guarantee of breeding pollution control...
