With social progress and rapid development of national economy,the river basin are increasing contradictions between ecological environment protection and development,establishing river basin ecological compensation mechanism for coordination,coordination of river basin ecological environment protection and development contradictions become common development direction of the current international environmental management.Therefore,the ecological service value output and the ecological compensation mechanism in the upper reaches of the basin are studied.It will be the key to coordinate the development and protection of upstream and downstream of the river basin.Qingshui river as Yuanjiang upstream part of Hunan province,is the ecological output area,the ecological security,Yuanjiang basin ecological,social and economic development,the Yuanjiang basin also has a great influence for the residents.In this study elaborates the concept and connotation of ecosystem service function,assessment method and its research progress,the ecological service value of Qingshui river concrete research,through the investigation research,department of information collection,and according to the data availability,using market value method,shadow engineering method,the carbon tax law,travel cost method and other methods,respectively the basin of water conservation,carbon sequestration,release oxygen,water and soil conservation,maintaining biodiversity,purify air,leisure,entertainment and so on six monetized estimate study of ecosystem service value to the downstream river basin ecological compensation for water to provide basic data.Based on the combination of expert rating and AHP level analysis,the weights of six ecological service functions were calculated and the ecological compensation quota of each county(city)was estimated.To complete the spatial configuration of ecological compensation in Qingshui river basin.The main results of this study are:(1)The value of service function of forest ecosystem in Qingshui river basin is different.The total ecological service value of Qingshui river forest ecosystem is 193.748 billion.Among them,the value of the ecosystem service function is the highest value of Liping 320.01 billion,accounting for 16.52 percent of the total value,and the lowest value of Danzhai(6.506 million)is only 3.36% of the total value.This is a reminder of the government and various departments of decision makers in the planning of land use,should give first priority to watershed ecosystem services function,to be effective and reasonable use of non-renewable resources of land,principle of social and economic development,ecological environmental protection,to realize the sustainable development of the region.(3)The spatial configuration of Qingshui river ecological compensation is(RMB): Li ping 291.42 million?Rongjiang 157.65 million?Jianhe 149.92 million?Tianzhu 131.88 million?Duyun 123.26 million?Jinping 104.66million?Fuquan 85.97million?Shibing 83.55 million?Guiding 80.08 million?Leishan 78.77 million?Huangping 75.36 million?Taijiang 70.14 million?Majiang 69.60 million?Kaili 66.02 million?Danzhai 54.59 million.(3)The contribution of solid carbon release,biodiversity conservation and soil and water conservation is outstanding.The functional value of solid carbon release,biodiversity conservation and soil and water conservation was 30.63 %,23.94 % and 19.89 % respectively.It shows that Qingshui river forest ecosystem plays an important role in carbon release,biodiversity conservation and soil and water conservation,and brings great ecological wealth to mankind.
