Study On Evaluation Of Emergency Disposal System For Waterborne Incident

Water transportation provide convenience for people's travel,trade,tourism,communication.However,increasingly frequent water activities increase the probability of water emergencies.In order to improve the level and ability of emergency handling of water emergencies,this paper takes the "Min Yiang You"project operators and passenger ships as an example to study the emergency handling system of water emergencies.The effectiveness of emergency response system for water emergencies is evaluated,and the strategy of emergency response system for water emergencies was proposed.Based on research of the operators and passenger ship,this paper mastered actual situation of operators and passenger water emergency response system.It analyzes the main causes of water emergencies assessment,summarizes the main factors influencing the emergency response system of waterborne emergencies,and designs the evaluation index and corresponding relationship of emergency response system for waterborne emergencies.AHP is used to establish the evaluation model of emergency response system for waterborne emergencies,and Delphi method is used to evaluate and evaluate the evaluation index of emergency response system for water emergencies.Taking A Fujian Passenger Transport Company Limited as an example,it chooses the "Min Yiang You" passenger ship project as the subject,and establishes the judgment matrix of the emergent emergency treatment system,and optimizes the special budget and plan.By using the method of 1?9 scale,the scale of every element of the judgment matrix is assigned rationally,and the consistency of the single order and the total order is checked.By analysis of the ranking results of the elements,it argue that the maximum weight of the emergency treatment of the terrorist attacks was the largest in the emergency response system of the passenger waterborne emergency in the project of "Min Yiang You",which reflected that the index is greatest importance and effectiveness of disposal in emergency treatment.The comprehensive quality of the crew has the greatest impact on the effective operation of the emergency handling system for waterborne emergencies.The overall quality of the seafarers greatly determines the effective degree of the emergency handling system for water emergencies,thus directly affecting the loss of life and property.Based on the results of the evaluation model,some optimization strategies for the emergency management system of the enterprises and passenger ships of the "Min Yiang You" are proposed,including enhancing the emergency handling capacity of terrorist attacks,stabilizing the team of crews and improving the crew's overall quality.Finally,this paper argues that the "Min Yiang You" project operators and passenger waterborne emergencies emergency response system are in effective operation,with the ability to effectively deal with water emergencies.
