Arterial highway plays a most linking role in social economy.Studying the arterial highway emergency handling problems is not only beneficial to solve the emergencies occurring in the area of arterial highway efficiently,but also helpful to coordinate the response to other transportation-related emergencies.The purpose of this study is to promote the integration process of emergency highways and common national and provincial highways,strengthen the application of emergency disposal technologies and methods,and improve the emergency response capacity of highways.The paper concentrates on the issues concerning the handling of arterial highway accidents: in light of the operational conditions of the main highway,it explores road network monitoring technologies that are in line with reality;and deals with the demand for emergencies and studies the organic integration of road reliability and emergency management;Construction,to explore more applicable treatment capacity evaluation methods.Based on the above objectives and contents,the Company thoroughly investigated the emergency management status of highways and ordinary highways,extensively collected examples of arterial highway emergency incidents,carefully analyzed the requirements of highway emergency disposal systems,and appl ied system theory,synergy,emergency management,reliability,and fuzzy theory of mathematics,etc.,focuses on solving the technical and methodological problems of emergency treatment of arterial highways.It is mainly reflected in the optimization of the indicator system for the operation of arterial highway network,the concept of road network emergency reliability,and the establishment of a road network reliability model.The evaluation model of the emergency response ability of arterial highway,and evaluated the response ability of arterial highway in Heilongjiang Province by fuzzy comprehensive.The innovation lies in defining the road network emergency reliability and classifying the road network emergency reliability into emergency connectivity reliability,emergency path distribution reliability,emergency resource configuration reliability,emergency rescue reliability,and emergency road condition restoration reliability.In terms of the aspects,the method for calculating the emergency reliability of the road network is given.The examples are used to verify the road network emergency reliability theory.This not only provides operable project classification and quantifiable disposal standards for emergency management of arterial roads,but also provides a useful exploration for enriching emergency management theory and road reliability theory,and has certain practical and theoretical significance.This research will play a role in promoting the integration process of the arterial highway emergency handling,standardizing the emergency response process of arterial highway,and strengthening the timeliness,relevance and rationality of emergency management.
