Research On The Construction Of Four-party Co-governance Mechanism Of Pig Farming Pollution

Under the new normal condition,the construction of ecological civilization is an important position.As an important part of the rural economy,the aquaculture industry has caused a series of environmental pollution problems and social contradictions and conflicts in the course of long-term development.In view of the severe situation of rural livestock and poultry pollution,the government has introduced pollution prevention and control regulations,but failed to achieve the desired results.From the surface,controlling pollution only need government to improve the corresponding regulations and strengthen supervision,but the actual truth is that the process of pollution control involves the game between various stakeholders,supervision,governance and other aspects.The government needs to change the mode of univariate governance,and actively build a multi-governance model,which means that the role of the main body needs to re-positioning,to clear the power and responsibility system,coordination of the interests of the main distribution of interests,to strengthen the feedback between the information to build pollution co-governance mechanism.Based on the Stakeholder and Pluralistic governance theory,this paper uses the Mitchell scoring to classify and define the stakeholders of farming pollution control,and explore the sustainable development of aquaculture and ecological environment.From the perspective of stakeholders,this paper discusses the composition of stakeholders and their interests demand,and thinks that the decision-making and behavior of the governance subjects have a direct impact on the governance effect.Considering comprehensively on the interests of the main body,the market mechanism and other aspects,on the basis of the third party governance,joining the farmers as the main body of governance,and then proposed the construction of four-party co-governance mechanism which contain the body of the government,farmers,the third party and the planting.Discuss the feasibility study from the theoretical and practical aspects,and constructs the theoretical framework of the four parties governance mechanisms constitute several elements,operating conditions,the main functions and the main content,the aquaculture industry in accordance with the scientific and reasonable mechanism of sustainable development.This paper argues that the governance mechanism includes four farming pollution information sharing,benefit sharing,behavior constraints,division of responsibilities,cost sharing mechanism,and the operation of the further explanation,jointly promote sustainable development of aquaculture.According to the theoretical framework proposed in this paper,analyzes the case of breeding pollution control in Luxia.The field investigation found that the participation of farmers is the key to the construction of four-party co-governance mechanism.And analyzes the factors that influence the payment behavior of the farmers' for pollution control.According to the results of the survey,this paper mainly discusses the governance methods,the governance processes,and the problems existing in the pollution control of Luxia town.Finally,summarize the results of this study,and based on the four-party governance mechanism is proposed,put forward policy suggestions about perfect the legal framework for aquaculture pollution,strengthen farmers pollution responsibility,increase efforts to raise funds for aquaculture pollution control,improve the effectiveness of governance evaluation system.
