The Governance Behavior And Mechanism Of Livestock And Poultry Breeding Waste Based On Economic And Ecological Coupling

Livestock and poultry breeding industry rapid development by bringing waste pollution in our country.Despite the government's pollutiongovernance has been on the agenda,the problems have still not been solved effectively such as an increase in the number of wastes,excessive residues of harmful substances and the given land.There are some difficulties which hinder governance process.In this background,studying on the governance behavior and mechanism of livestock and poultry breeding waste based on economic and ecological coupling has important theoretical value and practical significance.Through the theoretical analysis of the formation of governance behavior and mechanism of livestock and poultry breeding waste,the governance behavior and mechanism,this paper clarifies the livestock and poultry breeding waste pollution formation and overloading load status in our country,empirically researches relevant stakeholders'behavior characteristics,influence factors,economic and ecological benefits such as adopting governance technology mode and choosing governance vertical relation,explores the governance policy and achievement effect of our country,discusses the governance mechanism and operation mode of livestock and poultry breeding waste,and sums up the experiences of foreign governance mechanism and policy reference.The main conclusions of this paper are:the planting-breeding has been divorced from which is the appearance reason of pollution,which's governance effect is affected significantly by the relevant stakeholders'behavior;Farm households' waste governance technology modesare given priority to with facilitation,which has different influence factors;Farm households governance vertical relation is loose,and the transaction chain is unstable;Farm household has waste governance technology which gives priority to with manure,loose vertical relation,and different influence factors;the reduction production operator and recycling middlemen's governance behavior gives priority to with basic,whose participate enthusiasm is insufficient;the government governance supervisory broadens scope and strengthens increasing,but the policy means are incomplete;Farming out of governance mode and loose type governance mechanism is still the mainstream in our country,and crop-livestock governance mode and close governance mechanism is optimized path;There are suitable conditions to carry out available governance mechanisms and operation modes effectively.On the basis of the above conclusions,this paper puts forward some policy suggestions such as optimizing planting and breeding industry layout based on the cultivated varieties and environment bearing capacity,promoting land circulation based on drawing the limited area,supplying the land and infrastructure,improving and perfecting governance technology standards roundly,pushing different technology based on governance link and governance level;Strengthening governance vertical relation based on the degree of crop-livestock,playing a role of new operators to demonstrate;Relying on the constraint factors to build close balance relationship between the governance body;Establish a authority and clear,comprehensive and reasonable system of governance policies,and improve the waste economic value.Characteristics and innovation of this paper includes:there are theoretical discussions on the formation and pollution mechanism of livestock and poultry breeding waste,governance behavior and governance mechanism;Empirically study governance behavior and government policy performance comprehensively and systematicly;Reveal the type,constraint factors and applicable conditions of the breeding livestock and poultry waste governance modes and governance mechanisms.research results obtained can provide important reference for enriching and perfecting the economic theory of livestock and poultry breeding waste governance research,and also provide decision basis for government to optimize governance regulation and relevant stakeholders to improve the governance solution.
