A Basic Condition Analysis And Countermeasure Research On Carbon Emissions Trading In Shanxi

The excess emissions of greenhouse gases leads to global warming,caused an increasing incidence of climate disasters,the world calls for carbon emissions reduction is higher and higher.In 2012,as a big developing country,China clearly put forward emissions reduction targets of per unit of GDP carbon dioxide emissions is 40-45%by 2020,which to achieve its target of 17%during the "twelfth five-year".Clear quantitative index is put forward for the first time,shows that China has a firm determination to carbon intensity reduction target,as well as made big promises of response to climate change to the human.As a big energy production and consumption province in our country,Shanxi Province is currently in a heavy chemical industry rapid development phase,the carbon dioxide emissions of energy consumption have increased from 88.0148 million tons in 2000 to 807.3339 million tons in 2011,the average annual growth rate as high as 22.32%,the pressure of energy conservation and emissions reduction is surge,the goal of realizing economic transformation spanning development,energy efficiency,reducing greenhouse gas emissions,and promote the sustainable development,is urgent.As a significant innovation of the environmental management system,carbon emissions trading can use market mechanisms to effectively relieve the contradictions of economic development and climate change.Research and explore the long-term mechanism which uses market instruments to promote energy conservation and emissions reduction,carry out carbon trading,establish a complete carbon trading system in Shanxi Province,which is great realistic and strategic significance not only to promote the province's energy conservation and emissions reduction,speed up the adjustment of industrial structure,developing low-carbon economy,can also be an innovation combined with the own advantages,as the establishment and mature of "area carbon trading market" a support,plays an very important exemplary role across the country.The paper research and analyzed carbon emissions and carbon trading policies and implement condition at home and abroad and in Shanxi Province,puts forward the main problems of carbon trading and the development trend;On the basis of understanding of natural resources,the condition of social economy and industrial structure in Shanxi Province,building a LEAP model,using the scenario analysis method,studies the space of reduce emissions,cost efficiency and adoption of the technical measures of the four large industries of thermal power,steel,cement,and coking;Combining with realistic conditions and development needs of Shanxi Province,analyzes the advantages and disadvantages of implementing carbon trading in Shanxi Province,put forward the targeted policy and suggestions of development of carbon trading which may be suitable for Shanxi Province.The results show that:(1)Carbon emissions present a sustained and rapid growth,the proportion of carbon emissions in Shanxi Province is larger in our country in 2001-2011,controlling carbon emissions and developing carbon trading is imminent;(2)Shanxi Province has made active preparations for promoting the establishment of a carbon trading market from policies,institutions,scientific research,and the hardware and software equipment,etc.and having a certain basis of market and policy;(3)The four key reduce emissions industries,which have a greater contribution to carbon dioxide emissions in Shanxi province,have larger space and the potential to reduce emissions,and,the effective mitigation measures for them mainly is to improve the management level and the upgrading of traditional technology in the short term,from the long term,the more need to rely on using the international and domestic advanced technology progress;(4)Now,Shanxi Province can get more money and technology support to promote carbon reduce emissions through carbon trading,in particular,can achieve a gradual transition from voluntary to mandatory cuts;(5)Carbon trading system in Shanxi Province should be based on domestic and international experience and lessons,combined with the advantages and disadvantages of Shanxi,promote and implement specific from policy,law,market types,management agencies,etc.
