Rural Wastewater Treatment Dilemma In The Process Of New Urbanization

Urbanization is the only way lead to modernization.The acceleration of urbanization in China,on the one hand,has promoted the overall improvement of the living standards of urban and rural residents;On the other hand,it also brings some problems,such as the lag of citizenization,and the irrational spatial distribution and scale structure for cities and towns.Of which,the contradiction in the treatment procedure of domestic sewage is particularly acute.The reason is that the planning and construction in urban area is comparatively backward,collection and treatment facilities for sewage cannot support the needs and the pollution of the river and lake is serious,which directly increase the difficulty of domestic sewage treatment and slow down the construction of urban ecological civilization.The 19 th National Congress of the Communist Party of China proposed a strategy for rural revitalization,demanding that the rural areas become a beautiful home for living and working in accordance with the general requirements of “prosperous industry,ecologically livable,civilized,effective governance,and prosperous life”.This reflects the concept of comprehensive,coordinated and sustainable development.From the central to the local,the rural environmental pollution remediation work has been stepped up,and rural sewage treatment is the first priority of environmental remediation.Therefore,this paper focuses on the theme of rural sewage treatment in the process of new urbanization.It is divided into four parts,taking Huashi Town of G City as an example,using polycentric governance theory and collective action theory to explore the problems and dilemmas in the process of rural sewage treatment,to find out the essential reason,drawing on the experience of urban governance in Western countries,and propose suggestions and countermeasures,to help solve the problem of water pollution caused by the rapid development of urbanization.As a government worker who has been engaged in grassroots water pollution control for a long time,the author has a certain feeling about the domestic sewage treatment work in the process of urbanization.This paper based on the combination of theory and practice to analyze the existing dilemmas,to try to search for solutions and provide valuable theoretical references for the high-quality and healthy development of new urbanization,that can make a meager effort for the effective implementation of rural revitalization.
