The Research On Government Management For BOT Projects Of Waste Incineration And Generation In Quanzhou

With the rapid development of the economics in Quanzhou city,the daily output of household garbage is increasing day by day.Therefore,Quanzhou is now facing a serious waste dilemma.In order to solve the garbage treatment problem efficiently,Quanzhou municipal government started to explore the feasibility of the waste incineration treatment from 2002.Quanzhou Shishi municipal party committee,municipal government and Hong Kong Hongfeng Development Co.,Ltd.signed the province's first BOT mode integrated waste treatment plant BOT agreement the same year in the seventh month,which made Quanzhou City realized the waste incineration treatment power generation.And after that,Jinjiang,Hui'an,Anxi and Nan'an all had the BOT project of waste incineration power landing.Now the daily waste disposal capacity has reached more than 6,300 tons.Among them,the proportion of harmless treatment accounted for more than eighty percent.The BOT model is a common model that has played a key role throughout the entire expansion process of waste incineration in Quanzhou city.However,with the continuous maturation and application of the government BOT model in recent years,regulatory issues have continuously exposed a series of problems in the operation of the entire model and the BOT project in Quanzhou's municipal waste incineration power plant is no exception.Based on the analysis of the entire BOT operational mode and mechanism,this study takes Quanzhou's waste incineration project as the research object.Firstly,through the survey of the overall analysis of Quanzhou's waste incineration power environment,current status and governmental functions and management,some deep-seated problems have been found.Those problems are regulatory approval of the project is slow,regulatory issues are not in place and opinion risks cannot be controlled during operation.The reasons for the existence problems are that there are a lot of matters which need to be approved and it requires the approval of many departments from the preliminary work,construction to operation so that the project is promoted slowly,the preliminary work of the project is not sufficient,weak consciousness of government supervision,poor performance of supervisory responsibilities,which caused the existence of management and control risk loopholes.Secondly,deep analysis the successful operational experience and practical experience of the successful BOT projects of waste incineration power generation at home and abroad.Finally,propose some measures and suggestions about the management of the waste incineration power generation BOT project from the angle of the Quanzhou municipal government that it should be managed from four aspects: establish and improve the administrative examination and approval system,improve the accuracy of pre-demonstration of government BOT project,strengthen the government regulation and raise the awareness of risk management.The research conclusions of this study have revelatory significance for the management and supervision of Quanzhou municipal government waste incineration power generation BOT project.By reducing the risk of the waste incineration power generation BOT project from the government level to promote the orderly development of the whole industry.
