Study On Pricing Management Mechanism Of PPP Project Of Waste Incineration Power Generation In Shenzhen

Improving the construction of waste-incineration power generation is an effective way to improve the ecological environment and protect people’s health.It is of great significance to promote the construction of ecological civilization to achieve new progress and improve the degree of social civilization.The introduction of PPP mode in the implementation of waste-incineration power generation(PPP for short in this article)is conducive to taking full advantage of all parties,reducing transaction costs in the cooperation between the government and social capital,improving the quality of public services,and finally realizing win-win cooperation.However,in practice,due to the different interests of all parties,it is difficult for the government to realize the balance of interests of partners.The price of waste disposal fee is the most direct benefit for the project participants,In the process of project implementation,unreasonable pricing management and inadequate implementation will gradually introduce various risks,making it difficult for the project to operate healthily and stably,which will lead the project even died prematurely,resulting in huge sunk costs.Therefore,the pricing management has become the key to the long-run of this project.It is particularly urgent and necessary to study the pricing management of waste treatment fee in the implementation.From the perspective of government public management,based on the theoretical basis of cooperation income and interest balance,combined with multi-cases study and interview method,this paper aimed to give a systematic study on the problems and propose a countermeasures for the pricing management of waste-incineration power generation in Shenzhen.Firstly,by analyzing the literatures at home and abroad about the related project,we found waste incineration power generation PPP project contains complex logic for different situation,which includes the ultimate goal of maximizing the social benefits,ensure the government price management,social capital and the balance of social public cooperation benefits.The government price management mechanism should be formulated in compliance with all sides balance,risk and return,peer,dynamic pricing and negotiation dialogue,the basic principles of both efficiency and fair.The project needs to focus on five aspects,such as,the initial pricing,the pricing mechanism,performance evaluation,project supervision,cost and shared-payment.Secondly,after in-depth analysis of case studies and interviews,it is concluded that historical legacy factors and path dependence of method selection are the main reasons for unreasonable initial pricing mechanism,price adjustment is difficult to implement due to lack of top-level design and overall coordination,and performance evaluation system is not sound,resulting in insufficient evaluation.Poor coordination degree of multiple subjects and insufficient competence of supervisors are the key reasons for low regulatory efficiency,and lack of flexible contract and negotiation dialogue in cooperative governance leads to stiff implementation of fee payment and sharing.Finally,the article deduced the ration advices on the pricing management,including exploring various pricing model,enhancing the operability of pricing mechanism,promoting scientific evaluative factors of the performance appraisal,establishing multiple subject cooperation regulation system.We believed that the equilibrium can be promoted based on negotiation dialogue,and the government should build a more comprehensive management which can take incentive,constraint and price into consideration together to improve the government management efficiency,make the project keep interest in dynamic equilibrium,promoting the development of waste incineration power generation industry with high quality.
