| As an appendage of urban development,domestic waste has become an extremely difficult problem in urban management.According to the statistics of "Information Bulletin on the Prevention and Control of Solid Waste Pollution in2021" of 11 key cities,the total amount of domestic waste produced in 11 key cities in China reached 60.6469 million tons in 2021.The daily domestic waste production per capita has exceeded 1 kg.One side is the growing municipal solid waste,the other side is the unbearable stench of garbage,the rapid development of Chinese cities,is suffering from the pain of "garbage siege".Incineration power generation is the most widely used way of municipal solid waste treatment at this stage,but because of the characteristics of large investment,long payback period,long operation period,high technical threshold and many stakeholders,and the project is related to the national economy and people’s livelihood,it has certain public welfare attributes,and the government has to alleviate the financial pressure.Generally,BOT mode is adopted to construct and operate waste incineration power generation projects.There are many participants and complex relationships in the waste incineration power generation projects under the BOT mode.Most of the waste incineration power generation projects have encountered a lot of risks in the process of planning,construction and operation,and the disputes about the projects have also attracted wide attention from all walks of life.All parties involved in the project must have a clear understanding of the project risks,and take timely and effective measures to ensure the sustainable and healthy operation of the project,so as to ensure that the project realizes its public welfare nature and maximizes its own investment value.The development of BOT mode in the construction and operation of waste incineration projects is still short.At present,there are few risk research cases for waste incineration power generation projects.A comprehensive risk evaluation system has not been formed in the industry,and the risk management awareness of all parties involved in the project is generally weak.Based on the theoretical content of risk management in project management and combined with practical cases,this paper identifies and evaluates the risks faced by garbage incineration power generation projects in BOT mode,and summarizes the countermeasures and suggestions for typical risks.Paper first through the literature data collection and sorting,combing the domestic and international relevant research results of the project,then using the case method,50 BOT mode of domestic waste incineration power generation project risk analysis and summary,identify the risk factors and build risk that collects,summarizes the five major categories,18 small class key risk factors,Then the risk evaluation model is constructed by AHP and fuzzy comprehensive evaluation.Then BA garbage incineration power generation project in Shenzhen as a case,using the analytic hierarchy process(Ahp)and fuzzy comprehensive evaluation method in order to project the key risk factors are analyzed,at the same time introduces the BA waste incineration project of related risk response measures taken and results,and then from a macro perspective,the whole of all kinds of risk factors of conventional measures are introduced.On the one hand,this paper provides a theoretical basis for the risk management of garbage incineration power generation projects in BOT mode.On the other hand,it also analyzes and verifies the risk management of similar projects by combining with actual cases,in order to provide practical guidance for the risk management of similar projects. |
