Under the situation of excess capacity of iron and steel,low growth of downstream industries and continuous rising of raw material prices,iron and steel enterprises have excavated their potential to cope with the increasingly severe market situation.Training is becoming more and more important as an important way to cultivate core employees and excavate the potential of the enterprise.As an old traditional industry,enterprise has been paying attention to training,and has a relatively perfect training system.It is often difficult for enterprises to answer questions about training effectiveness evaluation,for example,"Is training effective?" "Does the training have an impact on the performance of the enterprise?" All these make it urgent for iron and steel enterprises to evaluate training effectiveness.As a large state-owned steel joint enterprise,SC Steel Corp products involve many fields such as steelmaking,ironmaking,cement,forging and pressing machinery.AS a large state-owned combined enterprise,SC Steel Corp products involve many fields such as steelmaking,ironmaking,cement,forging and pressing machinery.Enterprise has a relatively perfect training system.However,due to the continuous downturn of steel market,the pressure of corporate training is increasing.There are some problems to be solved,such as repeated training,or do not use.Intensive training mode also needs to improve and optimize existing training.The existing evaluation methods of enterprises can not satisfy the needs of enterprises in training effectiveness evaluation.Therefore,the enterprise needs to build a set of perfect training effect evaluation system.By summarizing the present situation of staff structure and training evaluation of SC steel company,this paper analyzes the existing problems and causes in the evaluation of training effect.Through the comparative analysis of the different models,the paper selects Kirkpatrick assessment model as the main model for the training effectiveness evaluation of enterprise.Then,on the basis of literature summarizing and expert interviews,this article uses the exploring factor analysis and cluster analysis method to build a training effectiveness evaluation index system which contains 24 indicators in three stages and five major categories.After then,it will make use of the analytic hierarchy process to distribute the corresponding weights for every index and choose the fuzzy comprehensive evaluation method as the training effect evaluation method to calculate the evaluation results,so as to build a complete training effect evaluation system.Finally,it presents the safeguard measures from four aspects,which concludes organization,culture,resources and mechanism.
