Research On Pollution Control Of Industrial Solid Waste In A City

In recent years,the A city has vigorously developed the industrial economy.The level of the city’s economic development has been continuously improved.but the problem of environmental pollution is becoming more and more serious.The improper production and treatment of industrial solid waste not only pollute the environment,harm the health of the human body,but also the waste of resources.The pollution control of industrial solid waste has become the key and difficult point of environmental protection work.In this paper,the pollution control of industrial solid waste in A city is the research object,the pollution control status of industrial solid waste in A city is expounded.According to Stephen Goldsmith and William Eggs’ s "network governance theory",combined with network governance theory of design network,establish connection,responsibility dilemma and capacity building.The existing problems in the treatment of industrial solid waste pollution in A city are analyzed by using the methods of literature research,interview and case analysis.Finally,some suggestions are put forward to provide a new direction for the pollution control of industrial solid waste.This article is divided into five parts.This paper is made up of five parts.First is the introduction.It introduces the background and significance of the topic selection,as well as the research status of the industrial solid waste pollution control and the research methods in this paper.The second part gives a systematic exposition of the pollution of industrial solid waste and industrial solid waste and the theory of network management.The third part points out the existing problems according to the pollution control status of industrial solid waste in A city,including solid waste production continued to grow,increase in electronic waste,illegal dumping and transfer,low efficiency and so on.The fourth part aims at the existing problems,and analyzes the causes of the problem by using the network governance theory,the network design is unreasonable,the lack of strong link links,the responsibility and incentive mechanism is not sound,the lack of governance capacity construction.The fifth part,based on the analysis of the reasons,put forward the corresponding countermeasures and suggestions,repositioning the network governance framework,improving thecommunication and coordination mechanism,clear responsibility sharing and incentive risk sharing mechanism,and strengthening the construction of governance capacity.According to the network management model to solve the pollution problem of industrial solid waste,it is necessary to participate and cooperate with many subjects.On the basis of ensuring the governance of the government,the participation of the enterprises,the third sectors,the media and the citizens should be fully played.To realize the pollution treatment of industrial solid waste in A City,the traditional single governance model has changed to the network management model.
