Study On Governance Of Phosphogypsum Pollution In M City

According to the statistics of China Phosphate and Compound Fertilizer Industry Association,by 2020,China has accumulated more than 830 million tons of phosphogypsum as general industrial solid waste.Most of these phosphogypsum piles are formed due to the limited production level in the past and the failure of manufacturers to actively follow up the new requirements of the state for disposal and accumulation.They occupy a lot of land,pollute the surrounding environment,and have certain potential safety hazards,threatening human health.This is far from the requirement of building a "waste free city",striving to reach the peak of carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060.Therefore,how to give consideration to both ecological and social benefits in the development,effectively govern the general industrial solid wastes such as phosphogypsum,and realize the coordinated development of man and nature has become an important part of our government’s research on public affairs.For this reason,this paper selects M City,which has completed the governance of phosphogypsum pollution,as the research object.Through literature review,interviews,indepth field surveys and other methods,it is found that there were problems such as excessive phosphogypsum slag piles,slow reduction of phosphogypsum,inadequate "three prevention" measures for phosphogypsum storage yard,and environmental pollution in M City when governing the environment of phosphogypsum storage yard.Research and apply the theory of management by objectives,externality theory,and multi governance theory to analyze the problems and causes of the government,enterprises,the public and other multi subjects participating in the governance of ordinary industrial solid waste such as phosphogypsum.Summarize and refine M City,in order to implement the rectification,has established an ecological environment governance grid with the government as the leader,enterprises,nongovernmental organizations,media,the public and other participants,clear their responsibilities,and use information technology,Further unblocked the communication and coordination mechanism,strengthened the supervision and incentive mechanism,and promoted the multiple entities in the grid to cooperate with each other and operate efficiently,effectively improving the experience of the ecological environment.For this reason,based on the experience of M city in effectively governing phosphogypsum pollution,the author draws five inspirations: "building a government led multi governance mechanism,strengthening the construction of multi subject governance capacity,strengthening the management of target performance evaluation,exploring the establishment of a trans regional system for the governance of general industrial solid waste,implementing cleaner production,and developing a circular economy",with a view to providing reference for local governments in the treatment of general industrial solid waste.
