Ecological civilization is an important part of the construction of a modern and powerful socialist country with Chinese characteristics.General Secretary Xi Jinping emphasized that achieving peak carbon and carbon neutrality is an extensive and profound economic and social systemic change,and should be incorporated into the overall layout of ecological civilization construction.The report of the 20th Party Congress pointed out that "Chinese modernization is a modernization in which people and nature live together in harmony",which clearly defined the strategic plan for the construction of ecological civilization in the new era of China,which also put forward higher standards and requirements for industrial pollution control in China.At the beginning of the 21st century,China entered the stage of heavy industry,and the rapid development of highly polluting industries led to a sharp increase in the emission of industrial pollutants.Industry has become the main source of pollution,industrial pollution is becoming more and more serious,"governance failure" gradually appear,industrial pollution control work is urgent.However,the process of industrial pollution control is a little slow,and the control efficiency has not been significantly improved.What are the reasons for the low efficiency of industrial pollution control? What kinds of factors will have an impact on it? How to effectively play the positive effect of these influencing factors,and finally improve the efficiency of industrial pollution control?These are all important questions that need to be studied.This paper applies Marxist theory and draws on relevant theories of Western economics to analyze the problem of industrial pollution control in China.Firstly,on the basis of sorting out the domestic and foreign studies on industrial pollution governance,the logical framework of industrial pollution governance is constructed,and the general laws of industrial pollution governance such as the main body,the basic model and the mechanism of influencing factors are revealed;secondly,the problems of industrial pollution governance in China are put forward qualitatively by combining the institutional change process of industrial pollution governance;again,the ideal window width DEA window Second,the efficiency of industrial pollution management in China is evaluated by the DEA window analysis model with ideal window width,and the spatial econometric model is used to empirically analyze the factors influencing industrial pollution management;finally,based on the results of the empirical analysis and the experience of industrial pollution management at home and abroad,the optimization path to further improve the efficiency of industrial pollution management in China is proposed.Through theoretical and empirical analysis,this paper draws the following conclusions:(1)Although the level of industrial pollution control efficiency in China is not high,the rising trend is obvious.From the point of view of the time series evolution of industrial pollution control efficiency,the industrial pollution control efficiency in China is "sawtooth-shaped" fluctuating up.(2)There is spatial heterogeneity in the efficiency of industrial pollution control in China.From the spatial evolution of industrial pollution control efficiency,the average level of industrial pollution control efficiency in the eastern region is the highest,and the average level of industrial pollution control efficiency in the central region is between the eastern region and the western region,and is closest to the national average.(3)There are regional differences in the influence effect of industrial pollution control efficiency in China.The influence of economic development level on industrial pollution control efficiency only shows a significant inverted U-shaped relationship in the national and central regions;the influence of technological innovation level on industrial pollution control efficiency shows a negative inhibitory effect in the national,central and western regions;the influence of industrial structure on industrial pollution control efficiency shows a positive promoting effect in the national,eastern,central and western regions.The influence of industrial structure on industrial pollution control efficiency is positive in the national,eastern,central and western regions;the influence of environmental regulation on industrial pollution control efficiency is negative in the national,eastern,central and western regions;the influence of opening-up level on industrial pollution control efficiency is negative only in the central region;the influence of urbanization level on industrial pollution control efficiency is a significant inverted "U The impact of urbanization level on the efficiency of industrial pollution control has a significant inverted "U"-shaped relationship in the whole country,while the western region has a significant "U"-shaped relationship.Based on the above findings,combined with the new development pattern under the background of "double carbon" and the background of comprehensive deepening reform,this paper proposes a path to improve the efficiency of industrial pollution control in China: improve the top-level design of regional collaborative development,coordinate the collaborative control of multiple subjects;scientifically set the intensity of environmental regulation and strengthen its supervision and coordination function;strengthen the support of technological innovation and enhance the internal control of enterprises.technological innovation leading support,enhance the domestic demand power of enterprises;promote the optimization and upgrading of industrial structure,accelerate the green transformation of development mode;innovate the development mode of opening up to the outside world,and further optimize the business environment.
