China’s Environmental Pollution To Improve Third-party Industrial Solid Waste Management Mechanism

Environmental pollution situation is getting worse, which has increasingly become a bottleneck development in the world. To become a real power, not only economic, military level required is a world leader, and more importantly, the harmonious development of man and nature, human beings have a comfortable and eco-living environment is the pursuit of higher order.For its part, the environmental pollution is a major problem livelihood due to China’s large population, if not improve our living environment, people will become not shirk.China’s top ten environmental problem that we explore the hot, waste disposal problem has become one in which industrial solid waste is particularly difficult. With the vigorous development of China’s industrial production, the increasing number of industrial waste, industrial waste if they can not get timely and effective disposal, pollution will spread to a wider range, including soil pollution, water pollution, air pollution and so on. Sewage is the main industrial solid waste business, and economic efficiency is the primary goal of every pursuit of business, which would greatly increase the difficulty of treatment of industrial solid waste. Proposed third-party governance can be described as a milestone in China’s environmental pollution on the road, it plays a very important historical role. Third-party control of environmental pollution, in short, is that the polluter enterprises by way of agreements with third parties, corporate polluters to pay a fee, will allow pollution control work with third-party expertise to govern behavior. Third-party control of environmental pollution presented indicates that the "Who polluter pays" to "polluter pays" the direction of change. The only change is the transformation of the main pollution, but also to specialized, intensive, high-efficiency a quantum leap pollution control. This paper aims to based on national conditions, to explore the mechanism of industrial solid waste management for third-party development of our country, third-party research to improve governance measures and proposals to promote third-party management of solid waste in the industrial areas of healthy and rapid development.According to third-party industrial solid waste to improve environmental governance mechanisms of thinking, this paper explain the following four sections.The first part is an overview of the environmental pollution of our country third party governance, including the general situation, the three aspects of development and China’s industrial solid waste management situation, on the whole have some basic understanding of China’s third party governance. The second part mainly studies third foreign industrial solid waste management experience, the third party governance in foreign countries for decades, there is a set of effective method and worth our learning and reference, to provide reference for the improvement of industrial solid waste third party governance in our country. The third part depth analysis of China’s third party governance mechanism of industrial solid wastes present inadequacies, such as: imperfect laws and regulations, the lack of supporting legal system environmental law enforcement is not strict,legal liability is not clear, environmental supervision is facing new challenges, to attach great importance to and actively seek to solve the road. The last part is to improve our country’s third party industry on solid waste management mechanism. Based on the successful experience of foreign countries in the drawing, the present situation of third-party industrial solid waste management and inadequate, the author has some suggestions:first, perfect the legislation system of the third party of industrial waste treatment, fit coordination of legislation and administration, perfect the relevant legal system, mainly from the management experience of foreign countries and our own situation to consider, from the analysis of the three system; second, to further clarify the legal relationship between the relevant subjects, do responsibilities clear; third,strengthen environmental law enforcement, mainly in large enterprises need to strengthen the heavy industry; fourth, establish a new mechanism of environmental regulation, advocating the "centralized management", a preventive supervision the form, increase supervision. Through this series of recommendations of improvement, we hope that our Third-party industrial solid waste pollution control work will bring some benefits, and provoke thinking.
