2005,China became the largest producer of carbon black in the world.The state and relevant departments have issued a series of documents to encourage enterprises to increase the utilization rate of exhaust gas.The energy optimization project of the new comprehensive utilization system of tail gas in Shandong nest carbon black Co.,Ltd.has been used to generate electricity from the high temperature tail gas produced by the reaction furnace of the carbon black production process.At present,the project is completed and smoothly trial production,ready for acceptance.Shandong Naisite carbon black Co.Ltd.built a energy optimization project of the comprehensive utilization system of tail gas,making full use of the high temperature tail gas produced by the carbon black production process.This article is completed based on the requirements of the "People's Republic of China safety production law"(No.thirteenth of the state president order),the "construction project safety facilities"three simultaneously "supervision and management measures"(the State Administration of safety and production supervision and administration thirty-sixth,seventy-seventh order Revision)and the general principles of safety assessment(AQ8001-2007)and the guidelines for safety acceptance and evaluation(AQ8003-2007),this paper studies the safety acceptance and evaluation of the energy optimization project of the comprehensive utilization system of the tail gas of the Shandong NICTH carbon black Co.,Ltd.by means of literature synthesis,field investigation and qualitative and quantitative analysis.In this paper,according to the geographical location,surrounding environment,layout,production technology and so on,the safety evaluation index system is formulated in combination with the principle of safety evaluation index.Then,the physical,chemical properties,dangerous and harmful characteristics of each part of the system are analyzed to determine the main danger of the existence of the project.The risk and harmful factors are identified and the key risk sources are identified and the key points of safety analysis and management are determined.On this basis,ten evaluation units are divided according to the principle of unit division,and then the safety checklist,operation condition risk analysis and accident tree method are applied to the project.Qualitative and quantitative evaluation is made on the possibility and severity of accidents,accidents and occupational hazards.The problems existing in the qualitative analysis system of the safety checklist method,the risk analysis method of operating conditions determine the grade of the main dangerous and harmful factors of the system,and the accident tree method clearly points out the causes of the accident and the way to prevent the accident.Finally,according to the qualitative and quantitative evaluation results,we put forward the improved technology and management measures and suggestions.
