We are increasingly worried that since the 21 st century,in the context of global warming caused by climate change,the high concentration of population and socio-economic wealth caused by the accelerated urbanization process has caused humanity to face meteorological disasters including high temperatures It seems to be more fragile,and human survival and socio-economic development are facing increasingly severe challenges.Therefore,research on the prevention and control of meteorological disasters has become the focus of current international society.On the basis of previous studies on social vulnerability,this paper focuses on the connotation and evaluation theory of social vulnerability,from three dimensions of exposure,sensitivity and social adaptability,constructs a Shanghai high-temperature disaster social vulnerability assessment index system,using The analytic hierarchy process weights the indicators,analyzes the current situation and development trend of social vulnerability in Shanghai from the perspective of time and space changes,explores the factors that affect social vulnerability to high-temperature disasters,and draws the following conclusions.From the perspective of space,from 2007 to 2017,the social vulnerability index of various regions and counties was ranked as Pudong New District>Baoshan District>Minhang District>Yangpu District>Hongkou District>Putuo District>Xuhui District>Jing'an District> Songjiang District>Jiading District>Changning District>Qingpu District>Huangpu District>Fengxian District>Chongming District>Jinshan District.Overall,the difference in social vulnerability levels between urban and suburban areas is relatively small,but the social vulnerability index of Pudong New District is 1.184,which is significantly higher than other regions.From a time series perspective,the social vulnerability index of each district in Shanghai showed a downward trend from 2007 to 2017.From the perspective of regional space,the exposure index of high temperature disasters in various districts and counties in Shanghai from 2007 to 2017 is Hongkou District>Jing'an District>Huangpu District>Putuo District>Xuhui District>Yangpu District>Changning District>Pudong New District>Qingpu District>Baoshan District>Minhang District>Songjiang District>Jiading District>Chongming District>Fengxian District>Jinshan District.First of all,urban areas are generally higher than suburbs.Secondly,from 2007 to 2017,the exposure index of high-temperature disasters in Shanghai districts and counties as a whole is lower than that of inland areas.From the time series,the exposure index of high temperature disasters in urban areas showed an upward trend from 2007 to 2012,while the suburbs showed a downward trend.From 2012 to 2017,the exposure index of high-temperature disasters in the suburbs showed an upward trend,while the urban area showed a downward trend.Sensitivity index from a spatial perspective,the 2007-2017 sensitivity index Pudong New District> Baoshan District> Minhang District> Yangpu District> Putuo District> Xuhui District> Songjiang District> Hongkou District> Jiading District> Fengxian District> Jing'an District> Qingpu District>Changning District>Jinshan District>Chongming District>Huangpu District.In general,the sensitivity index of suburbs is higher than that of urban areas,and the sensitivity level of Pudong New District is always much higher than that of other districts and counties.From the perspective of time series,the high-temperature disaster sensitivity index of all districts and counties in Shanghai showed a downward trend from 2007 to 2017.From the perspective of spatial region,Chongming District> Fengxian District> Qingpu District> Jiading District> Jinshan District> Songjiang District> Minhang District> Pudong New District> Hongkou District> Changning District> Baoshan District> Jing'an District from 2007 to 2017 > Putuo District> Yangpu District> Huangpu District> Xuhui District.Overall,the social adaptability index of urban areas is lower than that of suburbs,which means that the social adaptability of urban areas is higher than that of suburbs.From a time perspective,the social adaptability index of high-temperature disasters in Shanghai showed an upward trend from 2007 to 2012,and the overall social adaptability index of high-temperature disasters in Shanghai showed a downward trend from 2012 to 2017.Combined with the results of social vulnerability analysis of Shanghai for high temperature disaster and the experiences of developed countries,Shanghai can learn from the following aspects.First,improve the laws and regulations on high temperature disaster.Second,establish a special disaster management department to provide scientific guidance for social vulnerability management.Third,we should build a multi-agent emergency mechanism to achieve more effective disaster prevention and control.Fourth,strengthen the construction of urban high temperature early warning system,strengthen the research of urban high temperature early warning technology,improve the accuracy of high temperature early warning system,and help rapid and efficient urban emergency response.Fifthly,we should pay attention to the construction of urban ecological resilience.Lastly,we should establish a publicity and education mechanism for people's disaster prevention,and use network media and social channels to convey the prevention knowledge of high-temperature disasters to the public.
