The Rainstorm Disaster System For Qingdao Social Economic Vulnerability Analysis

Against the background of global climate change and rapid urbanization,natural disasters have gradually affected cities,among which the rainstorm disaster has seriously affected the normal development of Chinese cities.Qingdao,located in the Shandong Peninsula,is the most developed city in Shandong Province.It has several remarkable characteristics,such as high economic density,high population concentration,complex human-land relationship and fragile ecological environment.In addition,Qingdao is also affected by the rainstorm,which makes its social and economic system relatively fragile.With the deepening of interdisciplinary and the continuous progress of social development,vulnerability has been widely used in the research on climate change and natural disasters.In addition,vulnerability research plays an indispensable role in bridging scientific research and risk management practices.Through the vulnerability study of urban social and economic system,the possible weak links in urban social and economic system can be screened,and then the analysis and improvement of these links can provide references for urban managers to formulate disaster prevention and reduction plans and improve the level of urban risk management.As an important fulcrum of Bohai economic circle city,Qingdao city,Qingdao city economic development to a certain extent has a crucial effect on development of Bohai economic circle,the rainstorm disaster risk management level is not only related to the sustainable development of Qingdao,acity,more a matter of social and economic development of Bohai economic circle can smooth development.Therefore,this study to torrential rain disasters as the breakthrough point,the system analysis of characteristics of Qingdao city social economy system vulnerability,screening the weak link in the social economic system,and based on the concept of urban construction,sponge combined with the experience and lessons in the course of the construction of domestic and foreign cities in the sponge,put forward the corresponding optimization countermeasures and Suggestions of the rainstorm disaster risk management of Qingdao.The main research results of this paper are as follows:(1)on the basis of systematically sorting out the concept of social and economic system vulnerability,the composition of vulnerability factors is deeply analyzed,and the index system-based vulnerability evaluation method of social and economic system of rainstorm disaster is established from the three aspects of exposure,sensitivity and response ability.(2)according to the analysis results of vulnerability data,there are significant differences in vulnerability in various districts of Qingdao.Shinan District and Shibei District are of high vulnerability,Licang District,Huangdao District,Chengyang District and Jimo District are of medium vulnerability,and Laoshan District is of low vulnerability.At the same time,the analysis results show that there are spatial differences in Qingdao's exposure,sensitivity and coping ability.Among them,Laoshan District,Chengyang District and Jimo District all have low exposure level,Licang District and Huangdao District have medium exposure level,and Shinan District and Shibei District have high exposure level.The areas with low sensitivity are Shinan District,Laoshan District,Huangdao District and Chengyang District.Shibei District and Licang District are the sensitive areas.The high sensitivity region is the Jimo region.The coping abilities of Licang District,Laoshan District and Chengyang District were low,Shinan District,Shibei District and Jimo District were medium,and Huangdao District had the highest coping abilities.(3)in this paper,the results based on vulnerability analysis,urban construction concept from sponge,proposed from four aspects: Qingdao raise the level ofrainstorm disaster risk management are:(1)attaches great importance to the legislation,strengthen the legislation,(2)strengthening the construction of infrastructure of torrential rain disaster fiscal spending and,(3)improve the ability of rainstorm disaster monitoring,(4)to cultivate people's consciousness of disaster prevention and reduction.
