Since the beginning of the 21st century,with the sustained and rapid development of the social economy in the coastal areas,the trend of population agglomeration triggered by urbanization and industrialization has further accelerated.Marine engineering construction and marine resource development activities such as reclamation,artificial islands,sea-crossing bridges,subsea tunnels,and offshore oil(steam)development are becoming more frequent.However,in the process of marine engineering and resource development and utilization,due to lack of sufficient understanding of marine living resources and weak macro-control,the number of marine living resources has decreased,and marine living resources and ecological environment have been damaged to varying degrees.The increasing number of sea-related projects have many adverse effects on the natural resources,ecological environment and fishery resources of the sea:(1)Due to the long-term occupation of fishery ecological waters,the reclamation project has reduced the habitat of aquatic germplasm and caused the disappearance of certain local resources;causing the migration of important fishery waters such as fishery resources spawning grounds and feeding grounds;(2)Damage to fishery resources caused by the occupation of sea areas by the offshore oil development project and the discharge of pollutants;(3)The adverse rolling effect of nuclear power plants,coastal power plants and LNG projects on fish eggs,larvae and juvenile fish,the effects of long-term cooling water discharge on the surrounding waters may affect fishery resources;(4)The impact of suspended matter in marine dumping areas on fishery resources and ecological environment and sedimentation of suspended solids have changed the sedimentary environment.As the only inland sea in China,Bohai is the natural bait,fattening and spawning place for marine living resources.The Bohai Fishing Ground is generally divided into the Liaodong Bay Fishing Ground,the Bohai Bay Fishing Ground,the Laizhou Bay Fishing Ground and the Minhekou Fishing Ground.There are 17 national aquatic germplasm resources conservation areas in the Bohai Sea.At the same time,Bohai is also one of the sea areas with more marine engineering construction projects in China.Among them,Laizhou Bay,Tianjin Binhai New Area,Caofeidian reclamation project and Liaodong Bay oil and gas field development project have become more typical construction projects in Bohai Sea.Research on the impact of large-area reclamation and dense areas of oil fields on fishery resource sensitive areas and ecological environment needs to be strengthened.According to the" Interim Measures for the Management of Aquatic Germplasm in conservation zone" and referring to the " Technical Regulations for Impact Assessment of Construction Projects on Marine Living Resources"(SC/T 9110-2007),this study constructed the assessment methods and technical indicators for the impact of construction projects on national aquatic germplasm conservation zone.Taking Liaodong Bay Offshore Oil Development Project as an example,it described the impact assessment of different marine projects on marine ecological environment and aquatic germplasm conservation zone,and put forward suggestions on compensation for national aquatic germplasm conservation zone's marine living resources and ecological environment and ecological restoration measures such as avoiding the special protection period of protected areas and using compensation funds to effectively reduce construction.
