Study On Comprehensive Evaluation Of Ecological Civilization Construction Project In Coal Resource-based Cities

Since the founding of New China,a large number of cities with abundant reserves of mineral resources have been developing and using resources in the process of industrialization across the country.They have become resource-based cities that rely on resource extraction and processing to achieve economic development.Coal-based resource-based cities are One of the typical resource-based cities.With the extensive exploitation of coal resources,the daily reduction of coal resources,the continuous increase in coal mining and processing costs,the irrational industrial structure,and the serious environmental pollution,these series of problems continue to hinder the sustainable development of coal resource-based cities.In order to alleviate the ecological crisis faced by coal resource-based cities,it is imperative to build ecological civilization in coal resource-based cities.In the report of the 18th National Congress of the Communist Party of China in 2012,it was the first time to explain the construction of ecological civilization in a single chapter,"putting an emphasis on ecological civilization construction into all aspects of economic construction,political construction,cultural construction,and social construction and the entire process,and strive to build beautiful China.To realize the permanent exhibition of the Chinese nation,for the first time,"beautiful China" is regarded as the grand goal of China's ecological civilization construction.The 2017 Party Congress's report on the Nineteenth Congress proposed to speed up the reform of the ecological civilization system and re-emphasize the construction of a beautiful China,and stressed that"building an ecological civilization is a millennium plan for the sustainable development of the Chinese nation.It is necessary to establish and practice green mountains and green mountains that are the mountains of Jinshan and Yinshan.The concept,the basic national policy of conserving resources and protecting the environment,treating the ecological environment like life,coordinating the management of forest and grassland in the landscape,implementing the strictest ecological environment protection system,forming a green development mode and lifestyle,and firmly taking the development of production,Live a prosperous and ecologically sound road of civilization development,build a beautiful China,create a good production and living environment for the people,and contribute to global ecological security." Ecological civilization construction is a systematic project as well as a long-term task.Especially for coal resource-based cities that have been seriously damaged by the development of resource development,the construction of ecological civilization cannot be ignored.The paper firstly elaborated the background and significance of the topic selection,and collected,collated,analyzed and discussed domestic and foreign researches on coal resource-based cities.It was found that a unified evaluation system for ecological civilization construction of coal resource-based cities has not yet been formed.Coal resource-based cities are widely distributed in China and play an important role.If a unified evaluation system for ecological civilization construction can be formed,it will provide a theoretical reference for the construction of ecological civilization in coal resource-based cities.Secondly,it defines the concept of resource-based cities and ecological civilization construction,and briefly introduces the related theoretical foundations of ecological economic theory,system theory,and low-carbon economic theory.Thirdly,the selection of indicators,the determination of weights,and the selection of models for the establishment of a comprehensive evaluation system for ecological civilization construction in coal resource-based cities are analyzed.Then,it discusses theoretically the applicability of the model of ecological civilization construction in coal resource-based cities.Finally,based on the DPSIR model,Huainan coal resource-based city is taken as an example to conduct empirical research and propose policy recommendations for the identified problems.
